EU-funded eGovernment research projects
6th Framework Programme for Research (2002-06)
eGovernment research in the 6th Framework Programme (FP6) has focused on modernising public agencies at all levels, innovating to create new and/or improved services for citizens and businesses which can save them time and money in their dealings with government. Bringing added value at EU level, eGovernment services should be designed to facilitate movement of people, as well as the goods and services companies make and supply, in the internal market. Amongst the themes given financial support in FP6 are: increasing participation of citizens in policy development and democratic decision-making; developing intelligent, personalised government services to help citizens and businesses; building new support services to make the business of government at all levels more efficient; and improving security in data transfer and data handling, to protect the private information of citizens and businesses throughout the internal market.

ALIS - Automated Legal Intelligent System Intellectual property law has become so complex that seeking expert advice can be prohibitively expensive and time consuming. The Automated Legal Intelligent System (ALIS) will not only be able to advise on the legality of proposed actions, but will also act as a mediator to avoid and resolve disputes before they get to court. BALTICTIME - Reinforcing eGovernment services in Baltic States through legal and accountable digital Time stamp The growing use of electronic communication in government has highlighted the need to certify when a document was written. BalticTime aims to establish a so-called digital ‘time stamping’ service for the countries bordering the Baltic, helping to build confidence in eGovernment as a key part of public-sector reforms. BRITE - Business Register Interoperability Throughout Europe The BRITE project is paving the way for national authorities to exchange information to help them keep track of companies operating across two or more Member States. DEMO-NET - The network of leading experts in eParticipation DEMO-net is a project to strengthen Europe’s fragmented research efforts in the use of information and communication technologies in the democratic process. Its research will also help to uncover the barriers to ‘eParticipation’ and suggest criteria for ways to evaluate and ultimately improve schemes to increase citizen involvement in governance. eGOV-BUS - Advanced eGovernment Service Bus Dealing with government means, in practice, dealing with many different departments and agencies at different levels, not all of which communicate with one another. eGOVERNET- eGovernment Research Management Research into eGovernment is conducted mainly at national level but is not well coordinated across Europe. eGOVERNET, which brings together funding agencies from eight countries, is steering national research efforts towards a common strategic vision within the European Research Area. eGovRTD2020 - Roadmapping eGovernment RTD 2020 Even with perfect eyesight, there is no way of seeing into the future. But that is no excuse for not planning ahead. source software: policy support The market for software is still dominated by proprietary software – you pay for licences, upgrades, and even after-sales services to fix it when it crashes.
