Monitoring
Overall progress of the Action Plan and of eGovernment in general will be measured annually, using an appropriate mix of instruments (benchmarking, bench-learning, self-assessment) and methodologies (web research, public data analysis, user testing, interviews).
In addition to these EU-wide exercises, Member States shall share with the Commission and other Member States any benchmarking initiatives conducted within their country. This will enrich the knowledge base and also enable the development of common measurement exercises among interested parties. All this taken together shall constitute the basis of an eGovernment benchmarking framework in line with the goals of this eGovernment Action Plan.
The aim is to have both a good overview of how the EU is progressing and extract as much learning as possible. The measurement will be complemented by the active and intense exchange of experience between Member States and the Commission (ePractice, thematic workshops). Active learning communities will be established in ePractice.eu to this end.
