eContentplus - ICT-PSP
The eContentplus programme expired on 31 December 2008.
Measures to make digital content in Europe more accessible, usable and exploitable will, however, be continued after that date under the Information and Communications Technologies (ICT) Policy Support Programme ("ICT PSP"), one of three specific programmes implemented through Decision No. 1639/2006/EC of the European Parliament and of the Council of 24 October 2006 establishing a Competitiveness and Innovation Framework Programme (2007-2013) ("CIP"), OJ L310, 9.11.2006, p. 15.
In the 3rd ICT PSP call for proposals, launched on 29 January and closing on 2 June 2009 at 17h00 Brussels local time, such measures will cover
Public Sector Information (Theme 6).
Details on the themes and their objectives are specified in the ICT PSP 2009 Work Programme which can be obtained from the programme website.
Details on how to prepare and submit a proposal are given in the Guides for Applicants (one per funding instrument). Please note that ICT PSP proposals must be submitted electronically, using the Commission's Electronic Proposal Submission Service (EPSS). Proposals arriving at the Commission by any other means are regarded as ‘not submitted’, and will not be evaluated. Please click here to access EPSS.

Digital Libraries (Theme 2)
EUR 25 million are available for funding projects under the following objectives: services, aggregating or digitising content for Europeana, open access to scientific content and use of cultural heritage material for education.
A dedicated Information Day for this theme took place on 17 February 2009 in Luxembourg. The presentations given at the InfoDay are available here.
EUR 14 million are available for funding projects and networks under the following objectives: Machine translation for the Multilingual Web; Multilingual Web content development and management; Best practices and standards for the Multilingual Web.
Public Sector Information (Theme 6)
EUR 9.5 million are available for funding projects under the following objectives:
- Legal aspects of Public Sector Information (Objective 6.1)
In 2009 one Thematic Network of legal experts will be supported to analyse the legal challenges and opportunities of PSI in a broad sense (following the OECD approach covering the sectors subject to the Public Sector Information Directive as well as the educational, scientific and cultural sectors) as well as related areas (including topics such as orphan works, out of print works and access to and use of public domain material held by public sector organisations). The aim is to identify and discuss legal barriers to access to and re-use of PSI in the digital environment and suggest ways to overcome them.
- Geographic information (Objective 6.2)
The aim is to foster the wider use of spatial data by public and private sector organisations and citizens in line with the Directive on the re-use of public sector information and to contribute to the INSPIRE initiative and other relevant policy initiatives.
