In 2007 the Commission adopted a Communication on scientific information in the digital age.
The Communication was followed in 2007 by Conclusions of the Council on scientific information in the digital age.
This report explains the evolution of policy-making in Member States on Open Access to and preservation of scientific information.
A number of projects have been funded by the EU in order to support the policy decision-making process. They covered on e-infrastructures but also explored user behaviour in relation to Open Access. See the full list.
In view of further developing the EU's policy, a public consultation took
place from July to September 2011. See the
results of the outcome of the online consultation.
