The assessment of the orphan works issue and costs of rights clearance was carried out on the basis of the replies to a questionnaire sent to a number of cultural institutions or organisations from all sectors. It is a fact-finding exercise and does not prejudge of the outcome of the Commission's work in this area, including the impact assessment already announced on this issue.
