I agree with the need to have a uniform system in place for issuing Plant Passports across the EU however I feel the proposed versions in Article 1 Part A are too restrictive. Each consignor should have the ability to add further information pertinent to the material they are sending such as, delivery date, address of consignee, more detailed information on the material to be sent and information on the grade of material if entering the EU...

This we must have at the moment in our Plant Passport (see attached file): SEED LABEL MARKINGS OF FOREST REPRODUCTIVE MATERIAL Either on seed packages or in documents accompanying a seed lot, buyers of forest reproductive material must be provided with the following information in compliance with regulations issued on selling forest reproductive material. Moreover, Plant Passport markings must be attached to batches of pine and Douglas fir...

I think I can see some of the reasoning behind this proposed regulation but there are some practical considerations to be considered: Printing onto labels and/or documents in colour is not an option for us without spending a lot of money on new printing equipment. Many labels will not have enough available area to print the new (increased area) layouts as shown. Adding an additional label will increase costs. 300dpi thermal transfer printers ...

Regulation (EU) 2016/2031 of the European Parliament of the Council of 26 October 2016 on protective measures against pests of plants has strong negative impact on the seed production and other big administrative burden on seed operators. Backround: This regulation newly introduces regulated non-quarantine pest, which in CMSSA opinion is not relevant because inspection of seed and plant health in seed certification and planting of agricultural...
