On behalf of the European Cocoa Association (ECA), we see the initiative as a way to improve change of customs information to facilitate trade , guaranteeing competitiveness and security and safety. We all support such initiatives for less admin burden and acceptance of same documents everywhere.
There are indeed systems today but they focus on irregularities or are within trade agreements etc but there is no automated mutual recognition of things (documents, authorisations etc) .
If info would quicker be shared focus could indeed be given to high risk movements and the others, including EU food like cocoa and chocolate, could go faster, such would increase efficiency and hence favour growth.
At this points it is data collection step so difficult to see how it will be continued but the goal is a good one.
