IDABC stands for Interoperable Delivery of European eGovernment Services to public Administrations, Businesses and Citizens. It uses the opportunities offered by information and communication technologies to encourage and support the delivery of cross-border public sector services to citizens and enterprises in Europe, to improve efficiency and collaboration between European public administrations and to contribute to making Europe an attractive place to live, work and invest.

| |  | | The 13th issue of Synergy defines important steps for the eGovernment Services development within the EU. The IDABC program comes to its end and is being succeeded by the Interoperability Solutions for European Public Administrations (ISA) one. Furthermore, developments in the SEMIC, OSOR & NIFO projects were made and new projects were funded, as the SPOCS one. Last but not least; the 4th European eGovernment awarding winners were announced on the occasion of the 5th Ministerial eGovernment Conference.
| |  | | In order to improve the interoperability of electronic signatures and to facilitate their cross border use, initially in the framework of the Services Directive, the European Commission has published a central list with links to national "trusted lists" of certification-service providers issuing qualified certificates.
