Union for the Mediterranean

The Euro-Mediterranean Partnership, formerly known as the Barcelona Process, was re-launched in 2008 as the Union for the Mediterranean. The Partnership includes all 27 Member States of the European Union and 16 partners across the Southern Mediterranean and the Middle East ( Albania, Algeria, Bosnia & Herzegovinia, Croatia, Egypt, Israel, Jordan, Lebanon, Libya, Mauritania, Monaco, Montenegro, Morocco, Occupied Palestinian Territories, Syria, Tunisia, Turkey)

Cooperation with the Mediterranean countries, on Justice, Freedom and Security matters, has increased since 11 September 2001 . As part of the EUROMED/Barcelona process a 5‑year action plan was adopted in November 2005 which included points on Migration, Social Integration, Justice and Security, and a Code of conduct for Counter Terrorism was established.

The first ever Euromed Conference ministerial meeting on migration was held in Albufeira ( Portugal) in 2007 and framed priorities by setting up concrete cooperation initiatives.

Under Euromed, the Justice and Home Affairs regional programme was launched in 2002 covering migration, justice and police. This programme is now in its second phase and has an budget of €15m over three years.
