24/05/2006. COM (2006) 230-2 . Amended proposal for a Decision of the European Parliament and of the Council establishing for the period 2007-2013 the specific programme "Drugs prevention and information" as part of the General programme "Fundamental Rights and Justice" Adaptation following the agreement of 17 May 2006 on the Financial Framework 2007-2013.

2005
For the period 2007-2013, the European Commission has adopted three proposals of Framework programmes aiming at strengthening the European area of Justice, Freedom and Security.
The three proposals of Framework programmes are organised as follows:
The proposal of Framework programme «Fundamental Rights and Justice» encompasses four proposals of specific programmes, namely:
- «Fight against violence (Daphne) and drugs prevention and information»,
- «Fundamental rights and citizenship»,
- «Criminal justice»,
- «Civil justice».

AGIS: Framework programme on police and judicial cooperation in criminal matters
Replaces, as of 2003, Grotius II criminal, Oisin II, Stop II, Falcone, et Hippokrates programmes

When? 2003-2006.

Why? To help legal pratictioners, law enforcement officials and representatives of victim assistance services from the EU Member States and Candidate Countries to set-up Europe-wide networks, exchange information and best practices in the field of cooperation in criminal matters...

Who? Judges, public prosecutors, lawyers, law official, criminal investigation officers, bailiffs, experts, court interpreters and other professionals associated with the judiciary, law-enforcement officials and officers: public bodies in Member States; officials in other government departments and representatives of associations, professional organisations, research and business involved in fighting and preventing crime; representatives of victim assistance services, including public departments responsible for immigration and social services.

How? Training, exchange and placement schemes; studies and research, dissemination of the results obtained, establishment of networks, conferences and seminars.

When? 2002-06.

Why? To promote cooperation between national administration and uniform application of Community law in areas of external borders, visas, asylum and immigration.

Who?National agencies meaning the administrative and judicial authorities of the Member States or other bodies delegated by those authorities to implement Community legislation founded on Articles 62 and 63 of the Treaty.
-
How? Concrete actions of administrative cooperation which are proposed by the Member States' national services and co-financed by the ARGO action programme. The Commission may also propose certain actions in the annual work programme.
COOPERATION WITH THIRD COUNTRIES in the area of migration (HLWG)

A budget line B7-667 was created in 2001 to support action in third counties of origin and transit in the area of migration
-
Why? To influence migratory movements and to take action in areas where funding cannot be found in other Community instruments or through bilateral action of Member States.
-
When? 2001 - 2003 pending approval of legal basis.
-
How? By providing support to migration management and asylum systems; support to voluntary return to countries of origin and strengthening these countries ability to cope with their readmission obligations towards EU and its Member States; support to preventing and combating trafficking and illegal immigration.
Daphne II: action against all forms of violence

When? 2004-08.

Why? Facilitate NGO and multisectoral action against violence understood in the widest possible sense, from sexual abuse to domestic violence, from commercial exploitation to bullying in schools, from trafficking to discrimination-based violence against handicapped, minority, migrant or other vulnerable people.

Who? NGOs and multisectoral organisation. A wider range of organisations than before, based in a bigger number of countries.

How? Projects funded by the programme may run for more than one year.
Exchange programme for judicial authorities:
The exchange programme for judicial authorities is a pilot project adopted by the European Parliament in 2003.
- When? 2004-2005
- Why? To promote exchanges between judges and prosecutors within the European Union in order to facilitate direct contact between judicial authorities, and to develop mutual confidence. The programme also aims to increase the level of knowledge of EU instruments on civil and criminal justice to ensure proper implementation in Member States.
- Who? Judges, prosecutors, future judges and prosecutors of Member States and candidate countries.
- How? Exchanges of judges or prosecutors, based on individualised training schemes; E-learning instruments to increase knowledge of EU instruments in criminal and civil matters; Meetings of officials responsible for training institutions.
Fundamental Rights - Research and evaluation programme on respect for fundamental rights
INTI: Integration of third country nationals

When? 2003-2004.
-
Why? Promote the integration in the member states of people who are not citizens of the European Union, develop dialogue with civil society, develop integration models, seek out and evaluate best practice in the integration field and set up networks at European level.

Who? Any legal person registered in one of the 15 member States, as well as international organisations (working on a non-profit basis).
-
How? By providing support to several types of projects: networks and exchange of information and best practices, information and dialogue, improved knowledge of integration issues, innovative projects. The pilot projects may run for up to 12 or 18 months.
JUDICIAL COOPERATION IN CIVIL MATTERS:

When? 2002-06.

Why? To facilitate the implementation of judicial cooperation in civil matters
-
Who? All the member States excepted Denmark.
-
How? Specific actions taken at the initiative of the Commission, actions providing financial support for specific projects of Community interest, and actions providing financial support for the activities of non-governmental organizations (NGOs).
EUROPEAN REFUGEE FUND: asylum seekers, refugees and displaced persons
-
Financial reference amount: EUR 216 million 2000-04
-
When? 2000-04.
-
Why? Supporting and encouraging Member States' efforts in receiving and bearing the consequences of receiving asylum seekers, refugees and displaced persons.
-
Who? All Member States except for Denmark, which has opted out of the European Refugee Fund.
-
How? Reception measures, integration measures and voluntary return measures in the Member States, and testing of innovatory action at the Commission's initiative.
-
And? Plus a financial reserve for the implementation of emergency measures to provide temporary protection in the event of a mass influx of refugees.
Support NGOs in the 10 new Member States

When? 2006
-
Why? To support civil society in the 10 new Member States in the areas of the rule of law, democracy, fundamental rights, media pluralism and the fight against corruption.
-
Who? Non-governmental organizations (NGOs) registered in one of the 10 new Member States.
-
How? By providing financial support to local NGO activities on respect for the rule of law in these Member States.
VICTIMS OF TERRORIST ACTS
-
When? 2004-2005
-
Why? To support the victims of terrorist acts and/or their relatives to recover by means of social or psychological support provided by organisations and/or their networks, as well as to raise the awareness of the European public against the terrorist threat, so that the traditional fight against terrorism through police and judiciary measures can be complemented by a public opinion condemning terrorism in all it forms.

Who? Any legal person registered in one of the 25 Member States, as well as international organisations (working on a non-profit basis).
-
How? By co-financing projects related to the actions specified in the Call for proposals.
