PILOT PROJECT for the victims of terrorist acts

A budget line has been included in the 2005 Community budget for the victims of terrorist acts.

I) Latest developments

The deadline for application is 25 July, 2005 at 16.00 (Brussels time)

II) General context

Over the last few years, combating terrorism has emerged as one of the European Union's internal and external priorities.

In the light of this, a budget line (18 05 04) has been included in the Community budget for a pilot project to support projects which are intended to help the victims of terrorist acts and/or their relatives to recover from the tragic situation which they have experienced.

It also provides a measure of solidarity into the Union budget which will make all European citizens more aware that they are exposed to terrorist acts.

What are the pilot project's objectives?

  • To support the financing of projects which are intended to help the victims of terrorist acts and/or their relatives to recover by means of social or psychological support provided by organisations and/or their networks.
  • To support the financing of projects which raise the awareness of the European public against terrorist threat, so that the traditional fight against terrorism through police and judicial measures can be complemented by a public opinion condemning terrorism in all its forms.

What type of actions will the pilot project support?

  • Preparation of events commemorating the victims of the terrorist attacks of 11 March 2004 (European day for the victims of terrorism)
  • Assistance of professionals for psychological support to victims and their families
  • Special training programmes for people providing support to the victims and their families
  • Social reintegration programmes for the victims
  • Creation and support of reception centres for the victims and their families
  • Special medical programmes required for victims of terrorist acts
  • Material support to victims and their families
  • Legal support and advice to victims and their families
  • Collecting of "best practices" with regard to support to victim of terrorist acts
  • Strengthening of co-operation and exchange of knowledge between existing organisations and/or their networks in the field
  • Research on the situation of victims of terrorist acts
  • Awareness raising of the European public against terrorist threat, leading to a public opinion condemning terrorism in all its forms
  • Information campaign to inform the European public about support to victims of terrorist acts
  • Public events, seminars, conferences which raise the spirit of solidarity towards victims

What are the conditions to be eligible for co-financing under the pilot project for the victims of terrorist acts?

  • Grants can be awarded to any legal persons, either companies, private or public, to non-governmental organisations, national, regional and local authorities registered in one of the 25 EU Member States, as well as international organisations working on a strictly non-profit basis, with proven experience and expertise in the fields to be covered.
  • Applications from natural persons are not eligible.
  • # The co-financing of an action by this pilot project shall be exclusive of any other financing by another programme financed by the budget of the European Communities.
