Support of civil society in the Member States which acceded to the EU on 1st May 2004

Third year of the preparatory action to support civil society in the ten Member States (Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia and Slovenia) which acceded to the European Union on 1st May 2004, in the areas of the rule of law, democracy, fundamental rights, media pluralism and the fight against corruption.

This is the last call for proposals. The deadline for applications is 15th May 2007.

What are the objectives?

The 2006 General Budget of the European Union allocated EUR 1 million to finance, for the third year, preparatory actions for those EU Member States to support local NGO activities in the same areas than in 2004 and in 2005.

NGO and other civil society actors play an important role in promoting and protecting fundamental rights throughout the European Union and in helping people to get to know their rights and to exercise them fully. Supporting civil society and promoting networking is therefore essential.

This call for proposals aims at selecting high quality projects that will be co-funded by the European Union in order to support civil society in the ten Member States.

What kind of actions may be supported?

Recipients of co-funding must be NGOs working in one or several of the ten Member States in the following areas:

  • Regular and fair elections,
  • Clear separation of powers,
  • Exercise of legislative power fully respectful of fundamental rights,
  • An independent judiciary with effective and easily accessible judicial remedies ensuring equality before the law,
  • A prison system respectful of human dignity,
  • A police force respectful of fundamental rights,
  • Transparency,
  • Media pluralism,
  • Anti-corruption.
