Promoting health and prevent disease through addressing health determinants across all policies and activities

Area of activity
The proposal will establish a Europe-wide, multi-disciplinary Network on Prevention of Drugs and Infections in Prison ENDIPP, active in all 24 EU Member States and accession countries and combining the activities of 3 existing Networks.

Summary
The proposed Network's overall aim is to protection and improvement in Public Health by promoting the adoption of integrated, inter-sectoral drug-demand reduction and infections prevention strategies in European Prisons.

The objectives of the new Network are to:
collect, compare and widely distribute data and information on infectious diseases, drug use and its consequences and related prevention activities in prisons in the EU Member States
develop with all involved partners common and effective epidemiological and sociological research tools, in order to monitor the epidemiology of drug related health threats and evaluate prevention approaches
promote exchange of experience and information in the above area in the Member States
promote and sustain the implementation of effective harm reduction and abstinence oriented programmes (in the context of current national legislation)
formulate recommendations for primary and secondary prevention of infectious diseases and other drug related health and social problems.

Outcomes

Development (and continuous maintenance) of one database of practitioners and policy makers working with drug dependency in European prisons
Production of 5 issues of the Network's newsletter electronic in 6 languages (EN, FR, SP, GER, IT, RUS), 6.000 copies will be distributed for each issue, 1 issue in Nov. 2003, following every six months
Production of at least 4 research protocols on epidemiological and sociological issues related to infectious diseases and drug use in prisons and implementation of these protocols in selected prisons
Production of at least 4 research reports (juveniles, crack/cocain, harm reduction and epidemiology) 1.000 copies each report
Production and publication of the International Digest of Research on Drugs and Infections in Prison and related prevention activities with two annual updates
Production of 27 Country Reports containing information and data on the respective national prison system, infectious diseases and related behaviours, epidemiological data, information on national prevention strategies and its outcomes
Production of one report summarising the situation as regards drugs and infectious diseases in European prison settings and relating it to international guidelines and recommendations
Organisation of 2 European Conferences on Drugs and Infectious Diseases in Prison (first Conference will take place in Autumn 2005 in Budapest, about 200 participants expected from all 24 Member states as well as observers from the Eastern European countries and Asia, second Conference will take place in Warsaw or Bratislava in Autumn 2006, also at least 200 delegates expected)
Organisation of 15 study visits for professionals from Central and Eastern European Countries. Each “study group” is formed by 3 person;
Organisation of 6 training “Academies” of four days each, for a maximum of 25 participants, two Academies per project year will be implemented
Organisation of 3 meetings of the Network Steering Group and 3 meetings of the Network Scientific Committee (10 participants each)
Organisation of three meetings of the scientific working groups which are responsible for the development of the research protocols
Development and maintenance of the internet web-site of the Network (with downloadable publications, country reports, integrated databases etc.)
Development of a manual "health promotion in prison" – practical guide (in EN, FR, DE)

Statement of project aim(s) and objectives

The proposal will establish a Europe-wide, multi-disciplinary Network on Prevention of Drugs and Infections in Prison, active in all 24 EU Member States and accession countries and combining the activities of 3 existing Networks, the European Network for Drug Services in Prison, the Central and Eastern European Network for Drug Services in Prison and the European Network on HIV and Hepatitis Prevention in Prison, which have been successfully working in this area since 1995.
The proposed Network (ENDIPP) will capitalise on the experience and expertise gained by CRANSTOUN and WIAD in the coordination of the single Networks. Within this frame and over the past eight years a number of activities have been undertaken, including research, publications, several international conferences and seminars and other events and the proposal seeks to build on this.
The proposed Network's overall aim is to protection and improvement in Public Health by promoting the adoption of integrated, inter-sectoral drug-demand reduction and infections prevention strategies in European Prisons by promoting the implementation of the “principle of equivalence” between health care in prison and in the community and by encouraging cooperation between countries to reduce drug related health damage and related negative social consequences.

The objectives of the new Network are to:
collect, compare and widely distribute data and information on infectious diseases, drug use and its consequences and related prevention activities in prisons in the EU Member States
develop with all involved partners common and effective epidemiological and sociological research tools, in order to monitor the epidemiology of drug related health threats and evaluate prevention approaches
promote exchange of experience and information in the above area in the Member States
promote and sustain the implementation of effective harm reduction and abstinence oriented programmes (in the context of current national legislation)
formulate recommendations for primary and secondary prevention of infectious diseases.
Methods
The work planned includes:
Events: organisation of 2 major conferences, 8th and 9th edition of the European Conference on Drug and HIV/AIDS Services in Prison, including special sessions on Research in both events;
Training: organisation of 6 training “Academies” of four days each and of 15 study visits for professionals from Central and Eastern Europe;
Research: carrying out of at least 3 comparative nine-countries qualitative research projects, on Services for Juveniles, for Crack-Cocaine & ATS users and on Harm Reduction Intervention. Along with qualitative and sociological research, the network will produce 27 Epidemiological Country Reports as well as publishing one European summary report on them, through the creation of an epidemiological comparable research protocol to be used by all partners. Further, a number of multicentre international pilot projects and feasibility studies will be implemented in order to investigate the specific topics (based upon the previous work of the European network on HIV and Hep Prevention in Prison), e.g. evaluation of Hepatitis vaccination programmes in prison, evaluation of drug free departments, drug related mortality in the fortnight after release. Finally, the Network will also publish the annual update of the International Digest of Research on Drugs and Infections in Prison;
Publication-Dissemination of Information: publication of 5 issues of the Network Newsletter in 6 languages, EN, FR, SP, IT, GER, RUSSIAN, maintenance and development of the Network's web-site, including downloadable publications and on-line databases on research and service providers, participation to meetings and conferences, exchange of information.
Manual: the research team will develop preliminary criteria of "good practice" of health promotion in prison; fields and themes will be structured; experts in all EU MS + RO and BLG will be interviewed; the manual will provide examples of good practice and an overview concerning lacking measures to be developed.
