Considering that the European Capital cities/regions share specific public health challenges in the metropolitan areas the Megapoles network for health has been constituted during 1997 for exchange of information and co-operation between the metropolitan cities and regions. The vision should be to reduce inequalities in health with a concentration on target groups as children, disadvantaged groups and elderly.

The contracting Capital cities/regions of Europe had a consensus about four aims during 1998 and 1999 (Results reported in Final Report Statement 1998-99):

1) Practical, new and visible activities according to the target groups.

2) Methods and examples of good practise.

3) Dissemination of information on the target groups.

4) New application for 2001-2006 to be finished September 15th 2000.

At the General Meeting in Wien November 1998 the Steering Committee got a mandate to discuss aims and further funding for the Megapoles Project. The following aims are agreed in the policy program to fulfilling the overarching vision:

- giving visibility on an European level to best practise and best health policies as examples and inspiration for other European cities.

- giving ideas for European action and policies in the field of public health from the experience of the capital cities.

- organising an exchange of best practise and best health policies on European level between capital cities.

- paying attention to the Health Mayors in the capital cities as being a useful link for information within the national, regional and local government level in the Member States and within the Committee of Regions, the European Parliament and the European Commission.

- developing methods for peer review in public health based on the method elaborated in the project.

Développer et promouvoir le Who's who européen en Promotion de la Santé en l'insérant au coeur des systèmes de communication utilisés par les professionnels de santé en Europe. Contribuer avec cet outil à favoriser les échanges, la confrontation des pratiques et des points de vue, et le partage d'initiatives sur des actions européennes.

Favoriser l'utilisation, l'enrichissement et la mise à jour de la base de données grâce à l'implication directe des agences nationales chargées de la promotion de la santé et à la mise en place sur Internet d'un système d'administration réparti entre les différents pays de l'Union Européenne.

Multiplier les liens avec l'ensemble des sites présents sur Internet dans le domaine de la promotion de la santé et de la santé publique.

Concevoir les réalisations et le mode de fonctionnement sur un principe de moindre coût pour une utilité maximale. L'acceptabilité de l'outil par les partenaires nationaux chargés de la faire vivre est conditionnée par la faible charge que doit constituer la participation à sa maintenance. Par ailleurs, l'équilibre économique du dispositif étant visé à terme, il est envisagé de commercialiser certains services dérivés de la base de données, l'accès en ligne aux données restant lui-même gratuit.

Establish an overview of the current classification (legal) status of selected pharmaceutical active substances in the European Union, three European Economic Area (EEA) countries (Norway, Iceland and Liechtenstein) and selected Accession countries. The overview will include limitations on the use of these ingredients in non-prescription medicines such as, for example:

2) Status quo analysis of indications
Establish an overview of indications currently allowed for use without a medical prescription in the countries surveyed.

B. Consensus building

Instigate and accompagny a consensus-building process concerning indications suitable for use without a medical prescription and how to communicate these indications by a systematic consultation of all stakeholders / experts such as:
- Scientists
- Health professionals
- Regulatory authorities
- Health insurers and national health services

The overall aim is to contribute to a European policy on alcohol and young people. As an outcome of public health-related activities undertaken during the Swedisch Presidency, to raise awareness of and focus on alcohol as key health determinant, thereby supporting measures to reduce alcohol related harm in society, in particular with a view to protecting young people, including young adults.

Main objectives are to : priorities alcohol and public health issues and the prevention of alcohol-related injuries on the political agenda in Europe.

Stimulate new activities that lead to a high level of human health protection for young people and young adults. Generate new knowledge about young people's drinking habits habits and lifestyles in a context of current social, cultural and economic conditions and present the results from the EU comparative alcohol studies.

The Stockholm Conference will provide a politically high-level platform for a debate on alcohol and youth policies and propose and agree upon strategies to be followed by communities, EU Member States and WHO Member States in Europe.

Another aim of the conference will be to seek new ways to reach and involve young people in preventive efforts. Adapting to the prevalent media situation and using "new" communication channels and information technology, our plans are to launch a communication process prior to the conference, which will open for the influence from thousands of young people throughout Europe in the preparations.

PROJECT OBJECTIVES AND ACTION PLANS :

Most countries have specific rules and laws, which regulate compulsory admissions to psychiatric inpatient care and involuntary treatment conditions. These laws and acts try to balance the patient's rights and autonomy with the patient's best interest and the necessity for applying the necessary care. But rules and regulations as well as the actual practice in caring for mentally ill patients on an involuntary basis differ widely, not only across Europe but all over the world. Thus, the proportions of compulsory admissions to inpatient mental health care which can be found in the scientific literature vary widely from country to country. From recent studies alone in EU-member states, ranges from 2.8% up to 44% were reported.

Despite numerous overviews and studies on a national level, multinational studies comparing and analysing the legislation across the EU-member States and their effects are unfortunately lacking.

The lacking of a profound and compregensive overview of the situation in the EU-member states is a serious shortcoming. Without such an overview any comparison of data (rates of compulsory admissions), any exchange of experiences or anyu attempt towards a standardisation of legislation or practices across the EU must fail. This project will close this gap. It will provide essential, scientifically backed up information about the current state and practice in the member states as well as an analysis and conclusions for common actions in the field.

The Study aims at gathering and anlysing information about the differences and/or similarities or rules and regulations for involuntary treatment and compulsory admissions of mentally ill patients across the EU-member states. Involuntary treatment and compulsory admissions in this context does not include the treatment of mentally ill convicts or the issue of forensic psychiatry. This is seen here as a different topic and not covered by the project.

Main result of the project will be a report. This report will include:
- a general outline of the issue
- 15 chapters (each of them devoted to a EU-member state) reporting in a standardised way the respective national situation regarding involuntary psychiatric treatments.
- a synopsis about the current legislation and practice in the EU
- an analysis of similarities or differences across the member states
- a concluding chapter which outlines and discusses possible consequences for a European standardisation

main source of information for the report as well as the synopsis and analysis will be a questionnaire, which will be sent to experts in the field of each member state. This information will be added by non-structured descriptions of special national or regional circumstances, contributed also by national experts.

PROJECT OBJECTIVES AND ACTION PLANS :

The proposed project (EHHI II) continues and builds on the aims of the first EHHI project now underway (EHHI I). EHHI I aimed for the strengthening of European-wide cooperation to promote effective action in order to reduce the incidence of cardiovascular disease (CVD), as well as for the awarness-creation among policy-makers and health professionals of the importance of fighting (CVD) and how most efficiently to do so. EHHI II's objectives are five-fold :

1. To consolidate and, where appropriate, expand the alliances - both national and European-wide - that were launched under EHHI I, by giving them an efficient and longer-lasting framework in which to consult with each other, share experiences and coordinate projects;

2. To provide high-quality information and data, by issuing a quarterly newsletter suitable for external distribution, especially among the target groups of EHHI I - policy-makers and health professionals - and among alliances and other health networks, and by the translation and dissemination of a publication "European cardiovascular disease statistics", compiled and issued by the University of Oxford's Institute of Health Sciences;

3. To maintain a network of national coordinators representing national heart foundations and similarNGOs throughout the European Union and the European Economic Area, which will exchange information and experience on projects and interventions at European level, coordinate multi-national projects as appropriate, conduct national research necessary to provide sound information to help shape an EU health policy conductive to the prevention of CVD, and assist in the implementation and promotion of policy recommandations;

4. To carry out a high-profile, pan-European publicity event involving children, on or around World Heart Day (a World Heart Federation initiative), to be held 24 September 2000, and focused on physical exercise. This event would thus link EHHI I's action theme (children/young people) with the World Heart Day's theme of exercise and sports, while also drawing attention to a policy objective to be promoted by EHHI II: an increase in the number of hours devoted to physical exercise in the primary and secondary school curricula.

5. To expand the involvement of the Central and Eastern European candidate EU members - Hungary and Estonia for the purposes of the EHHI II project - in European CVD prevention. Twinning arrangements between the heart foundations of these countries and those of Sweden and Italy would provide for a one-week working visit by an Eastern European staff member to his/her Western European counterpart.

- To provide an office, located in Brussels, which will act as an information resource and which will have the capacity to provide strategic inputs to policy developments.

- To support a well co-ordinated and strategically led heath promotion policy across the community e.g. through support to the development of the Commission's health promotion actio plan

- To support the integration of health promotion into a wide range of public policy at the Commission and Member State levels.

- To contribute to the body of evidence for effective health promotion, e.g. through identifying appropriate tools to assess the health impact of specific Commission policies.

- To add value to the activities of European health networks in relation to health promotion.

- To add value through professional, scientific and technical assistance to specified Commissioned funded projects.

- To ensure that meaningful information is exchanged for the development of health promotion policy which is based on evidence and best practice.

MHE-SME - as a broadly representative NGO, both geographically in Europe and thematically in its partnership representation - is committed to the development of an active Europe-wide Network on Mental Health Promotion.

The more specific aims of this project will be :

- to raise awareness for Mental Health Promotion, prevention and a delivery of better services

- to initiate and support activities in mental health promotion addressing issues of specific concern in children, adolescents and young people up to age 25 years

- to implement and consolidate the recommendations of the mental health promotion project in supporting the development, implementation and maintenance of initiatives to promote mental health and well being in different settings and to support research, training and knowledge transfer

- to develop policy instruments and innovative interventions bringing European value to enhance the protection and promotion of positive mental health features in different age groups

- to provide a platform supporting initiatives in Mental Health Promotion to the candidate incoming countries.

Acknowledging the Resolution on the promotion of mental health by the Council of Ministers on 18 November 1999, the project will analyse the impact of community activities on mental health, more in particular in the field of young people and adolescents, and draw up proposals for the Council on the promotion of Mental Health

The overall aim of the proposed project is the strengthening and progress of the strategy and implementation of the European Masters in Health Promotion (EUMAHP) Programme which is currently being carried out.

For the achievement of this overall aim, the following objectives have been formulated:

1) to introduce to the future health promotion trainers and supervisors of the EUMAHP into the core curricula of the EUMHAP, the quality measures incorporated, the teaching and learning methods adopted, and the delivery strategy of the EUMAHP Programme.

2) To test out the above aspects of the EUMAHP Programme, with the future trainers and supervisors in the member states.

3) To obtain feedback from experienced trainers from a range of Member States as to the practical implementation of EUMHAP in their countries and fine-tune EUMAHP procedures and processes accordingly.
