EU Health Programme: a key tool for health
Jose Ramon Biosca De Sagastuy, Health Programme and Knowledge Management Unit – European Commission, Health and Consumers Directorate-General
The European Union's actions relating to health issues seek to
improve and protect the health of EU citizens. The EU Health Programme is a tool for this. The
programme was launched in 2008 and will run for six years. It has three
objectives: improving citizens' health security, promoting health, and
generating and disseminating health information and knowledge.
The programme funds actions which contribute to reaching these
objectives. Funding from the programme takes different forms. It supports the
setting-up and running of European-level projects and conferences; the work of
health NGOs; plus co-operation with health authorities in EU countries and
international organisations. Tendering is used to obtain specific deliverables,
such as studies. A wide range of organisations – including public entities,
non-governmental organisations and universities – can apply for funding under
the programme. Funding is awarded on the basis of annual work plans, which
contain the details for actions to be funded each year. The Executive Agency for Health
and Consumers organises the application and evaluation process and manages
the funding.
The Health Programme plays an essential role on the European
health scene. It supports the design and implementation of European health
policies; pools financial and technical resources for action; facilitates
cooperation on health at EU level; and brings together and networks health
stakeholders from all over Europe. This enhances knowledge and better mutual
understanding, which will contribute to the creation of a truly European
community of health stakeholders.
