The European Union is actively promoting sexual health and encouraging the development of a healthy lifestyle regarding sexual behaviours. This objective, with a focus on young people, is included in the EU Health Programme for 2008-2013. In this framework, the Union wants to develop approaches to improve the sexual health status of all citizens and to promote the exchange of good practices and information to address major concerns such as teenage pregnancies or the prevention of sexually transmitted diseases. The strategies shall take account of specific target groups, encourage gender equality and fully respect cultural differences. The Union has taken steps towards a European partnership promoting sexual and reproductive health among young people and vulnerable groups in Europe Promoting safer sex is of central importance when it comes to preventing the transmission of infections, including HIV and syphilis.
The EU also addresses sexual and reproductive health needs in developing countries and contributes substantial budgets to improving reproductive health in developing countries.
