Since 1970, life expectancy at birth has risen by 5.5 years for women and almost 5 years for men in the EU and is set to continue on this trend in coming years. Higher life expectancy also means living longer in good health and without disability. The ageing of Europe’s population is a crucial challenge for the 21st century. The main consumers of health care are older people, who are the main sufferers of chronic disease and disability. In coming years, the European Union also expects to see increasing numbers of working people demanding new social structures and opportunities, requiring new action by the authorities, as well as improved healthcare and social provision.
