Środki przeciwdrobnoustrojowe, takie jak antybiotyki, radykalnie ograniczyły liczbę zgonów spowodowanych chorobami zakaźnymi, które niegdyś występowały powszechnie i często prowadziły do śmierci. Jednak wskutek niewłaściwego stosowania antybiotyków w leczeniu ludzi wiele mikroorganizmów uodporniło się na ich działanie, co podważa skuteczność współczesnej medycyny. Oporność na środki przeciwdrobnoustrojowe uniemożliwia leczenie i zwiększa ryzyko śmierci.
Aby powstrzymać taki rozwój sytuacji, Komisja opracowała wspólnotową strategię przeciwko oporności drobnoustrojów. Elementem tej strategii jest zalecenie Rady w sprawie racjonalnego stosowania środków przeciwdrobnoustrojowych w leczeniu ludzi, które wymaga od państw członkowskich wprowadzenia konkretnych strategii na rzecz racjonalnego stosowania środków przeciwdrobnoustrojowych. Zalecenie nakłada również na Komisję obowiązek sporządzania sprawozdań z jego wykonania.
