Evropska komisija je sprejela več pobud, najprej direktivo o osnovnih načelih varnosti in kakovosti pri darovanju, pridobivanju in presaditvi človeških organov. Sledil je akcijski načrt, ki krepi sodelovanje med državami članicami in določa deset prednostnih ukrepov v zvezi z darovanjem in presaditvijo organov.
