În toată Europa se constată o penurie de organe pentru transplant. De aceea, Comisia a adoptat o serie de iniţiative în domeniu. Este vorba, în primul rând, de o directivă stabilind câteva principii şi măsuri de bază legate de siguranţă şi calitate în procesul de donare, recoltare şi transplantare a organelor umane. În al doilea rând, Comisia a propus un plan de acţiune cu 10 acţiuni prioritare, care să răspundă provocărilor pe care le presupun donarea şi transplantul de organe la nivel european, printr-un mecanism de consolidare a coordonării şi cooperării dintre statele membre.
