Normele privind acordarea asistenţei medicale transfrontaliere şi rambursarea costurilor nu sunt întotdeauna foarte clare şi uşor de înţeles. De aceea, Comisia a propus o directivă europeană privind aplicarea drepturilor pacienţilor în cadrul asistenţei medicale transfrontaliere. Aceasta a fost adoptată de către Parlament şi Consiliu în 2011 şi defineşte situaţiile în care cetăţenii europeni pot apela la îngrijiri medicale într-un alt stat membru.
De asemenea, directiva stabileşte cine răspunde de asigurarea calităţii şi a siguranţei serviciilor medicale în context transfrontalier. Nu în ultimul rând, consolidează cooperarea în diverse domenii, cum ar fi reţelele centrelor de referinţă pentru îngrijiri specializate.

On 2 July 2008, the European Commission adopted a Directive on the application of patients’ rights in cross border health care. The Commissioner for health, Ms Androulla Vassiliou held a press conference in Brussels. At the same time, press conferences were held across Europe in the Commission’s Representations in order to reach national press and address national issues. In the coming months the Directive will be discussed in the European Parliament and with national Ministries of Health.
