8. Main Content
The Regulation lists the debilitations that may occur in connection with breeding goals. The magnitude of the debilitation will determine to what extent an animal may be used for breeding. Unrestricted breeding or breeding with constraints may be performed with animals that are only slightly debilitated. Breeding of animals with average debilitation is however possible only to a limited degree, while severe debilitation leads to disqualification from breeding. Therefore, where there is a suspicion of average or severe debilitation, animal assessment requires a person with qualifications and experience in veterinary medicine, ethology or genetics.


9. Brief Statement of Grounds
The aim of the Regulation is to reduce the number of genetically debilitated animals. Under the Regulation, animal dignity, defined as the intrinsic value of the animal that must be respected while it is being handled, must be protected. An animal's dignity is disregarded if debilitation to an animal is not justified by overriding interests.
