8. Main Content
Based on the guide "The process of estimation of health risks caused by volatile organic compounds (VOC) emitted from construction products" prepared by the German AgBB (Ausschuss zur gesundheitlichen Bewertung von Bauprodukten), the Hygiene Norm regulates the cumulative values of emission of volatile organic compounds (VOC), semi-volatile organic compounds and carcinogenic volatile organic compounds of categories 1A and 1B to indoor environments, also minimal values of lowest concentration of interest (LCI) of separate volatile organic compounds.
The draft order seeks stricter regulation of the quantity of formaldehyde emitted from uncoated particle boards, dry fibreboard, layered wood, panels of natural wood and coated particle boards designed for furniture production (except for outdoor furniture) and from wood panels used for the construction of interior furnishing of premises, affirming provisions that only boards and panels of formaldehyde E1 class must be used, where the quantity of emitted formaldehyde established by the chamber method shall not exceed 0.124 mg/m3.
The Hygiene Norm affirms the provision regulating coefficient of dynamic friction of resilient, laminated and textile flooring that shall not be below 0.3 for it to ensure slip resistance. Affirmation of such a requirement should be interpreted as one of the possible measures of preventing injury.


9. Brief Statement of Grounds
Seeking to create conditions for efficient supervision of the construction products and furniture materials market and to ensure that the use of construction products and furniture materials would not pose a threat to the quality of air in premises and to people's health, at the same time, the Hygiene Norm regulates the values of concentration of dangerous chemical materials that can be emitted from products and identifies standard methods for establishing possible emission of chemical materials.
This draft legislation is aimed at improving the quality of legal regulation of construction products and furniture materials safety.
