    The Law which reserves the professional title is Law 10/1982 of April 13th, 1982, creating the Professional Association of Graduates in Social Work. The Spanish Constitution confers exclusive jurisdiction on social services (art. 148.1.20) to the Autonomous Communities whose Statutes of Autonomy provide the legal framework that guarantees the rights of citizens within the relevant areas. Social Services legislation has been passed in all the Autonomous Communities, with special reference to the figure of the social worker as a professional reference in Social Services, in the following Autonomous Laws: Madrid: Law 11/2003 of March 27, 2003; Catalonia: Law 12/2007 of October 11, 2007; Galicia: Law 13/2008 of December 3, 2008; Pais Vasco: Law 12/2008 of December 5, 2008; La Rioja: Law 7/2009 of 22 December 2009;  Castilla La Mancha: Law 14/2010 of December 16, 2010; Extremadura: Law 14/2015 of April 9, 2015.

    Description of activities:

    El trabajador social opera como agente de acceso de los ciudadanos al sistema de Servicios Sociales y atención especializada, ya que deriva a otros profesionales previa evaluación y diseño de la intervención,  utilizando los instrumentos técnicos propios de los Servicios Sociales: ficha social, historia social y emisión de informes sociales. También tiene responsabilidad de coordinación de los procedimientos en materia de Servicios Sociales. Los campos específicos de actuación de los trabajadores sociales son: infancia y adolescencia, familias, adopción nacional e internacional, mayores, drogodependencias, salud mental, inmigración, refugiados, mujer e igualdad de oportunidades, violencia de género, personas con discapacidad, personas en situación de dependencia, personas sin hogar, instituciones penitenciarias, sistema educativo, ayudas de emergencia, rentas mínimas, ayuda sociosanitaria, intervención como peritos sociales en asuntos judiciales, empresas, entre otros.

    The social worker operates as an agent of citizens' access to the System of Social Services and specialized care, as he refers them to other professionals after his/her assessment and intervention design, using the technical tools of Social Services: social tab, social history and social  work assessment. The social worker is also responsible for coordinating procedures on Social Services' matters. The specific fields of action of social workers are children and adolescents, families, national and international adoption, senior citizens, drug addiction, immigration, refugees, women and equal opportunities, gender violence, people with mental and physical disabilities and health-dependent people, homelessness, prisons, educational system, emergency assistance, minimum income, intervention as social experts in judicial matters, companies, among others.
