According to Article 73(2) of Directive 2009/81/EC, the European Commission had to report to the European Parliament and to the Council on the implementation of the Directive and on its effect on the European defence market and industrial base by the end of 2016.
For this evaluation exercise, the Commission launched a public consultation for stakeholders and citizens. The outcome of this consultation in aggregated form has contributed to the evaluation report.

All citizens, public authorities, businesses, and other stakeholders were welcomed to respond to this consultation. Contributions were particularly sought from respondents which had an interest or expertise in public procurement in defence and security.
