European Fund for Strategic Investments

The European Fund for Strategic Investment (EFSI) is one of the three pillars of the Investment Plan for Europe and aims to overcome current market failures by addressing market gaps and mobilising private investment. It helps to finance strategic investments in key areas such as infrastructure, research and innovation, education, renewable energy and energy efficiency as well as risk finance for small and medium-sized enterprises (SMEs).

EFSI is managed by the European Investment Bank (EIB).

Projects supported by EFSI are subject to the normal EIB project cycle and governance (see illustration).

The process is supervised by a Steering Board. EFSI supports both individual projects and investment platforms.

Who can apply?

  • Companies of all sizes, including small and medium-sized enterprises (with up to 250 employees) and midcaps (with up to 3,000 employees)
  • Utilities
  • Public sector entities
  • National promotional banks or other banks to deliver intermediated lending
  • Investment funds

To make the most of EFSI opportunities, potential beneficiaries can use:

  • the European Investment Advisory Hub (EIAH) - Europe's gateway to investment support. It shares good practices, lessons learnt and real-life case studies on project finance and project management.
  • the European Investment Project Portal (EIPP), established under the Investment Plan for Europe. The EIPP is an online market-place where worldwide investors and EU project promoters can meet. This transparent portal of viable projects aims at increasing the visibility of candidate projects, and attracting private investors by providing reliable information that will help them to identify new investment opportunities.

Successful first year of activity

One year after EFSI was put into force, the Commission has taken stock of the Investment Plan, looking at what has worked well, what can be improved, and how it should move forward.

Industry workshops

To raise awareness in the industry about the potential benefits and financing opportunities related to the Investment Plan, the European Commission organised dedicated workshops for different sectors.
