The objective of this study is to provide a comprehensive overview of existing and planned large infrastructure projects in the EU. 1. Financial and economic capacity
1.1 Annual turnover above €400,000 for the last two financial years. This criterion applies to the tenderer as a whole, i.e. the combined capacity of all members of a group in the case of a joint tender.
1.2 Reliability of the mitigating measures presented to cover possible deficiencies in the evidence presented for the above criteria.
2. Technical and professional capacity
2.1 One person having a minimum of 5 years' experience in the management of international projects and engineering subjects in the domain of security.
2.2 At least one expert having a minimum of 5 years' experience in the domain of security analysis.
2.3 At least one expert having a minimum of 3 years' experience in the domain of space systems and technologies.
2.4 Evidence showing technical contributions made to the security risk assessment of space systems within the last five years; the tenderer should provide at least 3 examples from past projects covering these services.
2.5 Evidence of good drafting and communication skills in English.
3. Legal and Regulatory capacity
3.1 Evidence of experience and ability to comply with security instructions as described in the draft Security Aspects Letter. An analysis of the SAL requirements and provision of a compliance matrix, providing, if needed, only the status "Partial Compliance (PC)" or "Non Compliance (NC)" with a justification for each of them should be provided.3.2 The contractor and the subcontractors who require access to classified information must be in an EU country or in a country as defined in Art. 26 of Regulation (EU) No 377/2014, without prejudice to Commission Decision (EU, Euratom) 2015/444 of 13 March 2015 on the security rules for protecting EU classified information, notably Articles 43, 49 and 54.
