November 2005

Second High Level Meeting on "Governance and the EU"

On 21 and 22 November 2005 the second High Level Meeting on "Governance and the EU" will take place in London under the auspices of the UK Presidency of the Council. This will represent the follow-up to the first High Level Meeting held in The Hague on 9 and 10 December 2004, which touched upon such issues as subsidiarity and the allocation of competences among the different administrative levels (EU, Member State, regional and local), the compliance with EU legislation at local and regional level, tripartite contracts and agreements as envisaged in the Commission White Paper on Governance, and better regulation. At this second meeting the four subjects to be looked into are: the overall follow-up to the first High Level Meeting in The Hague, closer links between the EU and the Council of Europe, cross-border cooperation within the EU and sustainable communities. It should be noted that at this second meeting representatives of the Committee of the Regions as well as local and regional representatives will be in attendance.

The Network of Excellence CONNEX ("Connecting Excellence on European Governance") is a project funded by the European Union within the Sixth Framework Programme of Research. Coordinated by a research centre in the University of Mannheim, it is dedicated to the analysis of efficient and democratic multilevel governance in Europe.

2nd semester 2004

Dutch EU Presidency

The Netherlands Ministry of the Interior and Kingdom Relations organises in December 9-10 an EU High Level Meeting on ‘Governance and the EU, The role of the EU, Member States and regional and local authorities'. For this meeting, high-ranking officials from the national governments of the EU Member States are invited, who are responsible for local and regional government and for the improvement of European governance related to the administrative system. The European Commission will also take part. The aim of this meeting is to set up an annual meeting of high-ranking officials from the Member States on governance-related issues. To give a more structured character to the proposed network, a multi-annual work programme on Governance and the EU is currently being drawn up in close collaboration with Luxembourg and the United Kingdom. Since Luxembourg and the UK are to take up their respective presidencies of the Council of the European Union a year after the Netherlands in 2005. As a result of the two-day meeting recommendations and conclusions will be formulated that will serve as ‘best practices' for the Member States. They will also be submitted to the European Commission's Task Force ‘Future of the Union and Institutional Matters'.

"1000 discussions for Europe" on the new Constitution

Presidents Prodi (European Commission), Cox (European Parliament) and Straub (Committee of the Regions) launch a call for the authorities and European citizens' engagement in the debate on the European Constitution: "If you are an elected representative of a European, national, regional or local authority, whether or not you are in favour the Constitution, please make a personal effort! Over the next few months, organise a debate with your fellow citizens on the future of Europe." More details on this, here.

Italian Presidency– Role of the regions and cities in the European Union

Under the auspices of the Italian Presidency of the Council of the European Union, a ministerial meeting (bringing together the public administration ministers from the Member States and the acceding countries) on the role of the regions in the EU was held in Rome on 16-17 October 2003. The White Paper on European Governance was again cited as a basic reference for the joint declaration on enhancing the participation of regions and cities in the process of European integration.
