Economic governance

The White Paper on European Governance did not attach as much importance to this aspect of European governance as did subsequently the Convention on the Future of the Union.

The Convention set up a working group on economic governance, which engendered a wide range of debates and recommendations.

One of the main recommendations made by the Convention working group was to include the Union's economic and social objectives in the new constitutional treaty.

The third paragraph of Article 3 of the draft treaty produced by the Convention ("The Union's objectives") is concerned with the main principles of European economic governance.

Enhancing economic coordination at EU level, and more especially the Community dimension of this coordination, is at the very heart of the decisions which the new European Constitution is set to assign to the Commission and the European legislator. These various points have already been highlighted by the Commission in its two communications to the Convention on the future of the Union, and in its Opinion on the Intergovernmental Conference.
