EUROCITIES Conference on European and Local Governance. This high-level Conference was hosted by The Hague on 23 & 24 June 2003. The EUROCITIES Conference on European and Local Governance took place just 3 days after the European Council summit in Thessaloniki, where Valérie Giscard d’Estaing, the President of the European Convention, presented the draft text of the proposed EU Constitution. The first conference session focused on the role of local authorities in the European Union, and how cities can influence the Inter-Governmental Conference (IGC).

COMMITEE of THE REGIONS : CONFERENCE ON "The devolution agenda: Regions and cities matter" Wednesday, 26 November 2003 9 a.m. – 6 p.m. Rue Ravenstein 2, 1000 Brussels (in the building of the European Economic and Social Committee) Meeting room: Europe - Today devolution is a welcome and even necessary element of the European integration process. This is the message sent by both the European Commission’s White paper on European Governance published in 2001 and the European Draft Constitution presented by the European Convention in June 2003. The CoR and CLRAE will continue to implement the devolution agenda set by their members. This is an agenda that will help to bring Europe closer to its citizens, to preserve Europe’s cultures and identities and, last but not least, to ensure that Europe’s legislation is adopted and implemented in a transparent and comprehensible way.

Conférence du Comité Economique et Social sur la démocratie participative. Dans le prolongement d'une réflexion entamée en 2001 sur la société civile organisée et la gouvernance européenne, le Comité Economique et Social Européen organise, les 8 et 9 mars 2004, une nouvelle conférence visant à approfondir son engagement de renforcer le dialogue avec les organisations et réseaux européens de la société civile, y compris les partenaires sociaux. L'objectif est également de concrétiser son rôle en tant que cadre institutionnel de synthèse facilitant le dialogue et la concertation avec la société civile organisée à la lumière notamment du projet de Traité instituant une Constitution pour l'Europe.
