Animal by-products (ABPs) are materials of animal origin not intended for human consumption. These materials are used as they are, transformed into a variety of products or disposed of as waste, such as by incineration. Using certain ABPs in animal feed can spread disease or contaminants. ABPs may also pose environmental problems if not properly handled.

The Community has thus adopted legislative measures to address such risks. Regulation (EC) No 1774/2002 lays down rules for collection, transport, storage, handling, processing, use, disposal, commercialisation, import, export and transit of ABPs. The Regulation stipulates that only materials fit for human consumption may be used for the production of feed. It also sets out clear rules on how to dispose of materials excluded from the food chain. The overall aim is to prevent ABPs from presenting a risk to animal or public health.
Given its broad scope, compliance with the requirements of this Regulation may present a challenge for competent authorities and stakeholders. This is particularly so for countries where control procedures and infrastructure are still being developed. Against this background, the Commission is launching training on EU standards for ABPs.

How many events are taking place?

Four two-day training workshops are to be held.

Who is the training aimed at?

The training is mainly for official control staff of EU Member States, candidate, associated and European Neighbourhood Policy (ENP) countries responsible for verifying compliance by businesses with EU standards for ABPs. National-level control staff of selected third countries may also attend. Industry staff may take part at their own expense, but should not exceed 20% of the total participants. The workshops each cater for around 70 participants.

What activities are planned?

  • The workshops are spread over three days. An introduction by the host country and the Commission, followed by a general presentation of the laws and discussion take place on the first afternoon;
  • The morning of day two is taken up by a range of presentations on specific topics, each of which is followed by discussion;
  • Participants either visit ABP installations, or undertake a virtual visit of ABP facilities on the afternoon of day two;
  • Further presentations and discussion take place on the morning of day three;
  • Participants are requested to complete questionnaires to assess the relevance of the content.

What topics are covered?

Topics may include:

  • A detailed overview and explanation of EU standards on ABPs as regards intra-Community trade, import, transit and export of ABPs;
  • The impact of EU policies on food and feed producers and on the technical and disposal sectors;
  • How competent authorities and stakeholders can improve compliance with EU requirements;
  • Identification, channelling and tracing of ABPs;
  • Linking of ABP Regulations with other EU rules on food and animal disease control and relevant sectoral legislation on cosmetics, medicinal products, medical devices and waste.

When and where are the events taking place?

  • 2-4 May, (Limassol, Cyprus);
  • 6-8 June, (Madrid, Spain);
  • 2-4 July, (Bonn, Germany);
  • 12-14 September (Vilnius, Lithuania).

How do I participate?

Anyone interested in taking part in training should contact their relevant national competent authority. The national competent authority proposes participants to the Better Training for Safer Food National Contact Point, who sends the list of participants to the contractor. The contractor submits the list to the Commission for approval.
