Border controls are vital for protecting public and animal health. Following recent EU enlargements, it is necessary that border control staff implement effective veterinary checks.
Directive 97/78/EC and Directive 91/496/EEC impose health and supervisory requirements on imports of live animals and animal products. These are designed to guarantee that imports meet standards equivalent to those required of Member States.
Providing training in good practices for veterinary checks aims to ensure consistently high standards of implementation across the EU. In this, seaport Border Inspection Posts (BIPs) are a priority.

How many workshops are taking place?

Three three-day workshops are to be held.

Who is the training aimed at?

The training is aimed at competent authority staff responsible for veterinary checks at seaport BIPs in EU Member States and candidate and associated countries. Third country participants, and particularly European Neighbourhood Policy (ENP) countries, may also be invited. The workshops cater for around 40 participants each.

What activities are planned?

  • The workshops are spread over four days. An introduction and overview of relevant legislation is provided on the first afternoon;
  • Days two and three are spent on presentation and discussion of a range of practical case studies;
  • A visit to the seaport BIP takes place on the morning of day four;
  • Final evaluation takes place following the visit to the BIP.

What topics are covered?

Topics may include:

  • Relevant EU legislation, especially where problems of interpretation exist;
  • Practical implementation of import procedures for animal products;
  • Information exchange, intelligence gathering, risk assessment and cooperation with customs;
  • Discussion of common problems, particularly poor certification and decision making, and possible solutions;
  • Destruction of kitchen waste and waste animal products from vessels.

When and where are the workshops taking place?

All workshops are held at Livorno (Italy). They take place on:

  • 21-24 May;
  • 10-13 September;
  • 24-27 September.

How do I participate?

Anyone interested in taking part in training should contact their relevant national competent authority. The national competent authority proposes participants to the Better Training for Safer Food National Contact Point, who sends the list of participants to the contractor. The contractor submits the list to the Commission for approval.
