Better Training for Safer Food (BTSF)
Better Training for Safer Food (BTSF) is a Commission training initiative covering food and feed law, animal health and welfare and plant health rules.
Article 51 of Regulation (EC) No 882/2004 on official controls on food and feed, animal health and animal welfare rules, and Article 2 of Council Directive 2000/29 on protective measures on plants or plant products provide the legal basis for this initiative. They empower the Commission to develop training for competent authority staff in EU countries and non-EU countries responsible for controls in the covered areas.
Main objectives of BTSF
The main objectives of the initiative "Better Training for Safer Food" are the organisation and development of an EU training strategy with a view to:
Ensuring and maintaining a high level of consumer protection and of animal health, animal welfare and plant health;
To improve and harmonise official controls in EU countries and create the conditions for a level playing field for food businesses contributing to EU priority on jobs and growth;
To ensure safety of food imports from non-EU countries on the EU market, and ultimately to reducing risks for EU consumers and providing EU businesses with easier access to safe goods from non-EU countries;
To ensure a harmonisation of control procedures between EU and non-EU partners in order to guarantee a parallel competitive position of EU businesses with their non-EU counterparts;
To build confidence in the EU regulatory model with competent authorities of other international trade partners and pave the way for new food market opportunities and increased competitiveness for EU operators;
Ensuring fair trade with non-EU countries and in particular developing countries.
The training activities have been launched since 2006. The courses are delivered in EU and non-EU countries, targeting the staff of competent authorities dealing with official controls from EU and selected non-EU countries.
The training is provided mainly through workshops or/and secondment of experts to carry out targeted tailor-made trainings under various formats. In addition, and to reach the maximum of people involved in controls, e-learning modules have been developed since 2010.
The initiative follows the "train the trainers" principle and participants should disseminate the knowledge acquired from the training amongst their colleagues in their home countries.
These activities are implemented by external contractors designated through public procurement procedures. They are responsible for designing the training programmes, selecting the best tutors and establishing the training calendar for each activity. The Commission keeps the final say on each of these elements.
Participation in BTSF activities is channelled through designated competent authorities in each country. BTSF contact points have been appointed in EU Member States and certain other non-EU countries to coordinate participant selection. Competent authority staff from these countries interested in participating in training should contact their national contact point.
The Commission sets policy and general strategy for Better Training for Safer Food and the Executive Agency CHAFEA manages all phases of projects.
Official "Better Training for Safer Food" contact points have been designated for EU countries, as well as candidate, acceding, and associated countries.
