Trans-boundary movement

Regulation EC 1946/2003 regulates trans-boundary movements of GMOs and transposes the Cartagena Protocol on Bio-safety into EU law.

The protocol sets common rules for the trans-boundary movement of GMOs to ensure the protection of biodiversity and human health globally.

The Regulation obliges EU countries to take legal, administrative and other measures to implement their commitments under the Protocol.

It establishes the procedures for the trans-boundary movement of GMOs including:

  • notification to importing parties;
  • information to the Biosafety Clearing House;
  • requirements on identification and accompanying documentation.
