Short report of the meeting of the Standing Committee on Seeds and Propagating Material for Agriculture, Horticulture and Forestry held on 28 April 2000

Chairman: Mr. Valvassori

All Member States present except Luxembourg. For the purpose of the vote Luxembourg mandated Belgium.

1. Discussion on possible implementing measures to be taken by the Commission under Council Directive 1999/105/EC on the marketing of forest reproductive material

Two major measures were identified:

- procedures and information required for official bodies to assist each other administratively when reproductive material moves from one Member State to another,

- criteria for authorisation for granting Member States' prohibitions for the marketing of specific reproductive material to the end user.

In addition to the above two topics, three further ones were identified, namely:

- information required, and the applicable criteria, in respect of the procedure for releasing a Member State from provisions of the Directive in respect of certain species,

- equivalence in respect of forest reproductive material produced in third countries,

- derogations for seed units shown not to be intended for forestry purposes.

A range of other issues were discussed and two items identified which need further consideration, namely the design of the common format for:

- National Register of Basic Material

- Master Certificate

Member States were requested to consider the above lists and to send comments to the Commission as a matter of urgency.

1a. Discussion and possible opinion on a draft Commission Decision authorising Member States to permit temporarily the marketing of seed not satisfying the requirements of Council Directive 66/401/EEC

This decision would allow for a limited period the marketing of seed of field pea meeting less stringent requirements in order to overcome difficulties in supply experienced in Sweden.

Voting: Favourable opinion: 82 for and 5 abstentions.

2. Other business

The following documents were distributed for information:

a) A questionnaire on the evaluation of the temporary experiment on the Marketing of Seed in Bulk to the Final Consumer (Commission Decision 94/650/EC),

b) The report from a technical visit to Brazil carried out under the Community Seed Marketing Regime.

N.B: The measures on which the Committee has given an opinion are subject to the appropriate procedure for final adoption by the Commission
