Short report of the meeting held on 31 May and 1 June 2001 [05/01]

1. a) Report on Working Group on "Pepino Mosaic Virus" held on 24 April 2001 in Brussels.

b) Commission Decision authorising Member States to take measures provisionally against the introduction into, and the spread within the Community of Pepino mosaic virus as regards tomato plants, intended for planting.

The Commission (DG Health and Consumer Protection, SANCO E.1) presented the report containing the conclusions and recommendations made by experts in a Working Group on Pepino mosaic virus held last April. An exchange of views took place thereon. The Commission (SANCO E.1) presented a text, based on the above recommendations, for discussion and voting.

This Commission Decision would authorise Member States to take provisional measures against the introduction into, and the spread within the Community of Pepino mosaic virus as regards tomato plants, intended for planting until 31 December 2002.

Voting: favourable opinion by unanimity

2. Discussion on a draft Commission Regulation establishing detailed rules for the implementation of the provisions relating to the allocation of a financial contribution from the Community for a "plant-health control".

The Commission (SANCO E.1) presented a draft Commission Regulation establishing detailed rules for the implementation of the provisions relating to the allocation of a financial contribution from the Community for a "plant-health control" based on the document "Guidelines for the submission of a solidarity dossier under Article 23 of Directive 2000/29/EC".

An exchange of views took place thereon. Some preliminary amendments to the text were suggested. The Commission (SANCO E.1) invited MS to send additional comments as soon as possible in order to prepare a modified draft text and present it in a forthcoming meeting of the SCPH.

3. Discussion on a draft Commission Regulation establishing detailed rules for the implementation of the provisions relating to the allocation of a financial contribution for Member states in order to strengthen inspection infrastuctures for plant health checks on plants and plant products coming from non-member Countries.

The Commission (SANCO E.1) presented a draft Commission Regulation establishing detailed rules for the implementation of the provisions relating to the allocation of a Community financial contribution for MS in order to strengthen inspection infrastructures for plant health checks on plants and plant products coming from non-member countries.

A discussion took place thereon. The Commission (SANCO E.1) noted the comments made by MS, and will assess them further in order to prepare a modified draft text, for discussion in a forthcoming meeting of the SCPH.

4. Report on the meeting of the Working Group on "Solidarity" held on 17-18.5.2001 in Brussels.

The Commission (SANCO E.1) presented the report on the meeting of the Working Group concerning "Solidarity Dossiers" submitted by MS in support of their requests for allocation of a Community "plant-health control" financial contribution, and which provided recommendations for each of the dossiers, based on its opinion in respect of the following criteria:

- the eligibility of claims for the allocation of a Community financial contribution,

- the completeness and reliability of information/documentation provided by the applicant MS,

- the measures taken by the applicant MS,

- the eligibility and amount of expenditures incurred.

The Committee supported some of the recommendations and noted the Commission's suggestion to reflect on some of the "rejected" dossiers before the preparation of a draft Commission Decision on the above Community financial contribution.

5. Information on the second FAO meeting held in Mexico City on "Guidelines for regulating non-manufactured wood packing in use for the transport of commodities".

A representative from one MS, who had attended the above second FAO meeting, informed the Committee on the outcome of the meeting and presented the main elements of a draft FAO standard on the above subject, modified during and agreed at the recent meeting of the Interim Standards Committee, held in Rome at the FAO headquarters.

The draft standard was welcomed and the Committee noted that the draft text will be sent by FAO to Governments for consultation according to the steps of the Standard setting procedures adopted by the Interim Commission on Phytosanitary Measures.

6. Discussion on information supplied by Canada on "the heat treated kiln dried lumber Programme for Canadian softwood lumber exported to the E.U.".

The Commission (SANCO E.1) presented the information supplied by Canada on the above programme.

A discussion took place, in particular on the proposed marking of the wood and the procedures for the inspection/release in the EU of lumber consignments under the Canadian system, which will not have the conventional "Heat-Treatment Certificate using Kiln Facility".

7. Resuming the discussion on the "Wood Packing" document containing modified proposals of wood items listed in directive 2000/29/EC.

The discussion of this item was postponed.

8. Miscellaneous

In response to the concerns expressed by one MS about the new measures formulated by China as regards the imports of logs into China, the Commission (SANCO E.1) informed the Committee on the information recently received on the required treatments.

One MS informed the SCPH on the publication of the presence of Tilletia indica in South Africa.

One MS informed the SCPH on the presence of some Scolytidae in some of its beech forests. The authorities have taken appropriate control measures.
