Short report of the meeting held on 23 April 2001 [04/01]

1. Commission Decision amending Decision 98/83/EC recognising certain third countries and certain areas of third countries as being free of Xanthomonas campestris (all strains pathogenic to Citrus), Cercospora angolensis Carv. et Mendes and Guignardia citricarpa Kiely (all strains pathogenic to Citrus).

The Commission (SANCO.E.1) presented a text aiming at modifying the list of third countries or of certain areas of third countries recognised as being free of Xanthomonas campestris or Guignardia citricarpa, on the basis of a recent update of the actual occurrence of both pathogens in some of the above countries or areas.

Vote: favourable opinion by unanimity.

2. Further discussion on draft Commission Directive amending certain Annexes to Council Directive 2000/29/EC on protective measures against the introduction into the Community of organisms harmful ( Bemisia, Liriomyza spp.) to plants or plant products and against their spread within the Community.

The Commission (SANCO.E.1) presented a revision of the above-mentioned draft Commission Directive. Some MS proposed again some amendments to the proposed text, which were discussed and agreed on. Consequently, the Commission (SANCO.E.1) indicated that a modified draft Commission Directive will be presented for voting in a forthcoming meeting of the Standing Committee on Plant Health.

3. Commission Decision authorising Member States to provide for derogations from certain provisions of Council Directive 2000/29/EC in respect of plants of strawberry ( Fragaria L.), intended for planting, other than seeds, originating in Argentina.

The Decision would authorise Member States to import plants of strawberry ( Fragaria L.), intended for planting, other than seeds, in the period between 1 June 2001 and 30 September 2002, originating in Argentina, under certain conditions to prevent the risk of harmful organisms spreading.

Vote: favourable opinion by unanimity.

4. Discussion and possible opinion on draft Commission Decision authorising Member States to take measures provisionally against the introduction into, and the spread within the Community of Pepino mosaic virus as regards tomato plants, intended for planting, other than seeds.

Discussion postponed.

5. Discussion on the situation of the import of Egyptian potatoes into the EC.

The Commission (SANCO.E.1) presented the last update on the interceptions in some Member States of ware potatoes originating in Egypt, found infected by Ralstonia solanacearum. Up to 23 April 2001, several consignments were confirmed being infected, originating in two different Pest Free Areas (PFA). The final confirmation of the infection of one other consignment originating in a third PFA was still pending. Two consignments initially intercepted were finally found not infected.

6. Miscellaneous.

A confirmed the first appearance of Clavibacter michiganensis ssp. sepedonicus in its territory.

S asked the Commission to consider preparing draft Commission Decisions authorising the import into the EU under derogation of Citrus and Vitis leaves.

FIN confirmed that Pepino Mosaic Virus was identified in four places of production of tomatoes and one place of production of plants of tomato.

The Commission (SANCO.E.1) reminded that in order to finalise the preparation of the case study - "Regionalisation in respect of C eratitis capitata and EU exports to Japan", Member States should supply the Commission with additional information in writing. The Commission (SANCO E.1) will compile this information and may convene a meeting of a working group.
