Short report of the meeting held on 18 - 19 december 2000 [00/13]

All Member States present.

1. Further discussion on draft Commission Decision on temporary emergency measures in respect of wood packing comprised in whole or in part of non-manufactured coniferous wood originating in Canada, China, Japan and the USA.

The Commission (DG HEALTH and Consumer Protection - SANCO E.1) presented a revised version of the above draft decision containing modifications to some technical specifications in response to comments made during the WTO/SPS commenting period. The Committee considered the suggested modifications positively but asked for more time to study in detail the modifications.

Consequently, the above draft Decision will be discussed in the next meeting of the Standing Committee on Plant Health scheduled for 29-30 January 2001.

A Japanese document on the implementation of the measures concerned by the above Decision has been distributed to Member States.

2. Discussion on the results of surveys for Pinewood Nematode (PWN), Bursaphelenchus xylophilus, carried out in the EU and further review of Commission Decision 2000/58/EC on emergency measures against P as regards PWN.

The Commission (SANCO F.4) presented the overall results of the official surveys carried out for the presence of the PWN in the EU. None of the samples taken in the MS (except P) and analysed tested positive for the presence of PWN; in P the phytosanitary situation improved considerably as a result of the application of the eradication programme imposed, among others, by Commission Decision 2000/58/EC. Only a few trees showing symptoms of PWN were found during these surveys: they were located in the area designated in 2000 as infested.

SANCO E.1 presented a revised text of Commission Decision 2000/58/EC and a brief discussion thereon took place. Further discussions will take place at the next SCPH.

3. Further decision on information received in relation to the request for a derogation to import bonsai-plants, originating in the Republic of Korea

The written analysis made by the Commission (SANCO E.1) on additional information received from the Republic of Korea was presented and endorsed by the Member States. Consequently, more information will be sought from the Korean Authorities, either by letter ot through a FVO mission.

4. Report of missions carried out by DG Sanco F.4 to the USA (N° 1114/2000) and Brazil (N° 1180/2000) on the Phytosanitary situation and the pre-export inspections in the USA and Brazil respectively on Citrus fruit destined for the EU.

The Commission (SANCO F.4) presented the above 2 mission reports and a discussion took place on the recommendations. In response to those recommendations, SANCO E.1 will prepare a draft Decision amending Decision 98/83/EC adjusting the areas recognised as being free from Citrus Canker and Citrus Black Spot in USA and Brazil respectively.

5. Regionalisation of EU in respect of Medfly - Discussions EU-Japan

SANCO E.1 informed the SCPH that Japan has announced its willingness to recognise EU as a single entity for sanitary and phytosanitary purposes and to apply the principles of regionalisation. Moreover it is prepared to examine a case study as a kind of trial to see how EU proposals in this respect would work in practice. In the field of plant health, it was proposed and agreed that this first case study would focus on the designation of areas of Northern Europe, which can be considered as free from Mediterranean fruit fly.

A short discussion took place on the subject: consideration was given on how to proceed in a practical way with the matter.

6. Miscellaneous

DK informed the SCPH about an outbreak of Rhizomania and EL about outbreaks of Citrus Tristeza Virus and TYLCV.

E and F expressed their concern about certain measures taken by P on the movements of apples (when traded in large packing units) from their countries to avoid the spread of Fire blight.
