Short report of the meeting held on 27-28 July 2000 [00/09]

All Member States present, except GR and L.

1. Commission Decision amending Decision 96/301/EC authorizing Member States temporarily to take emergency measures against the dissemination of RALSTONIA SOLANACEARUM (SMITH) SMITH as regard Egypt

The Commission (DG Health and Consumer Protection - SANCO E.1), on the basis of new information submitted by Egypt on new "pest free areas" and the results of the last import season, presented a Commission Decision amending Decision Commission 96/301/EC, allowing the import of potatoes, other than seed potatoes, which originate in Egypt from certain pest free areas for the next import season 2000/2001.

Voting: favourable opinion by unanimity.

Finland made the following declaration:

"Finland was impressed by the phytosanitary quality of potatoes exported from Egypt to the European Community during the season 1999/2000. Finland is, therefore, delighted to agree to a prolongation of the import of potatoes originating in Egypt to the European Community for the season 2000/2001."

2. Programme Poseidom

- Presentation and discussion on the final report of actions carried out under the above programme, phytosanitary sector, for 1998

- Presentation and discussion on the programme of actions, phytosanitary sector, for 2000

F presented the final report of the actions carried out under Programme POSEIDOM, phytosanitary sector, for 1998 and the Programme for actions for 2000.

The Committee agreed to the presentation of a draft text for a Community financial contribution to the above POSEIDOM Programme for 2000 in the forthcoming meeting of the Standing Committee on Plant Health (SCPH).

3. Programme Poseima

- Presentation and discussion on final report 1993-1999 in respect of subprogramme "Control of ALEUROTHRIXUS FLOCCOSUS (MASKELL)"

- Presentation and discussion on summary report 1999 in respect of "control of CERATITIS CAPITATA (WIED)"

- Presentation and discussion on the programme of actions, phytosanitary sector, for 2000

P presented the final report 1993-1999 in respect of subprogram "control of Aleurothrixus floccosus (Maskell)", the summary report 1999 in respect of subprogram "control of Ceratitis capitata (Wied)" and the Programme for actions for 2000.

The Committee agreed to the presentation of a draft text for a Community financial contribution to the above POSEIMA Programme for 2000 in the forthcoming meeting of the SCPH.

4. Discussion on Draft Commission Decision authorising Member States to provide for derogations from certain provisions of Council Directive 77/93/EEC in respect of plants of strawberry ( Fragaria L.), intended for planting, other than seeds, originating in the Republic of Chile

The Commission (SANCO E.1) presented a draft Commission Decision authorising Member States to provide for derogations from certain provisions of Council Directive 77/93/EEC in respect of plants of strawberry ( Fragaria L.), intended for planting, other than seeds, originating in the Republic of Chile.

The Committee supported the text and agreed to the presentation of such draft Commission Decision for voting in a forthcoming meeting of the SCPH.

5. Presentation and discussion of reports of SANCO E.1 in respect of Working Group meetings held in 2000 concerning "Solidarity-Dossiers" submitted by Member States with their request for the allocation of a Community "plant health control" financial contribution

The Commission (SANCO E.1) presented the reports of two Working Group meetings held in June 2000 concerning "Solidarity-Dossiers" submitted by Member States with their request for the allocation of a Community "plant health control" financial contribution, and which were asked to give an opinion on:

- the eligibility of claims for the allocation of a Community financial contribution,

- the completeness and reliability of information/documentation provided by the applicant Member States,

- the measures taken by the applicant Member State,

- the eligibility and the amount of expenditures incurred.

In discussions, the Committee supported the recommendations of the two Working Groups. The Commission will prepare draft decisions of the above Community financial contribution at a forthcoming meeting of the SCPH.

6. Presentation and discussion on modified draft "Guidelines for the submission of a solidarity dossier under Article 19c of Directive 77/93/EEC (rev.5)"

The Commission (SANCO E.1) presented modified draft "Guidelines for the submission of a solidarity dossier under Article 19c of Directive 77/93/EEC (rev.5)".

The Committee considered this draft document very positively and supported, in general, the suggestions made in the Working Group held in June 2000. Some suggestions for further improvement were made during discussions.

The Commission (SANCO E.1) will present a revised draft in a forthcoming meeting of the SCPH.

7. Miscellaneous

- In response of a request of S in the last SCPH, a discussion on the phytosanitary measures as regards Impatiens necrotic spotted virus was held. The Committee understood that the above virus can be considered to be part of the Tomato spotted wild virus complex. The Commission (SANCO E.1) stated that this issue will be discussed in the next meeting of the SCPH.

- In response to a request of E, the Committee agreed with the Spanish proposal to consider the obligation of phytosanitary certification for naturally dried fruits of Prunus originating in third countries. This kind of fruits has the potential of transmitting spores of Monilinia fructicola.
