Short report of the meeting held on 21 - 22 March 2000 [00/03]

1. Discussion on draft International Standards for Phytosanitary Measures: "Guidelines for phytosanitary certificates" and "Pest Risk Analysis for "Quarantine Pests"."

An exchange of views took place on the draft standard "Guidelines for phytosanitary certificates". The Committee reached a common position on suggestions for amendments to the draft standard, prepared by a MS. These suggestions will be submitted to the FAO.

The discussion on the draft standard "Pest Risk Analysis for Quarantine Pests" was postponed to the next meeting of the Standing Committee on Plant Health, enabling the MS to finalize their study of this draft standard.

2. Commission Directive amending Directive 92/76/EEC recognizing protected zones exposed to particular plant health risks in the Community.

The provisional recognition of some protected zones recognized in A, I and IRL in respect of Erwinia amylovora is extended until 31 March 2001 to enable the responsible official bodies of the above MS to complete the information on the distribution of Erwinia amylovora and to complete their efforts for the eradication of this harmful organism in the relevant areas in the said MS.

3. Exchange of views on request from CDN in respect of phytosanitary measures as regards alfalfa seed (laboratory testing for Clavibacter michiganensis ssp. insidiosus).

The Committee took note of the request, but was at present not in a position to agree on the request because international discussions are ongoing on the development of an updated protocol for the detection of the above patogen as well as on the updating of the Community provisions currently applicable to the import of alfalfa seed into the EC.

4. Argentina's request for an amendment of Annex III of Directive 77/93/EEC in respect of ware potatoes: exchange of views on additional information received.

The Committee noted the additional information sent by Argentina in respect of the phytosanitary status and control measures applicable to some harmful organisms, as was requested by the Commission. The Committee reiterated its opinion that, it would not be appropriate at present to modify the Annex III entry to remove the prohibition on the import of Argentinean ware potatoes into the EU, because of the high potential risk for the entry into the EU of harmful organisms not currently present in the EU.

5. Exchange of views on phytosanitary measures envisaged as regards Pepino Mosaic Virus.

Pepino mosaic virus is currently not listed in Annex I or Annex II of Directive 77/93/EEC. Recently, several outbreaks of Pepino mosaic virus have been found on in-door production of tomatoes in MS.

An exchange of views took place on the phytosanitary measures to be envisaged as regards Pepino mosaic virus, proposed by the Commission (DG Health and Consumer Protection - SANCO E.1) and based on the conclusions and recommendations made by a Working Group held on this topic last January. These measures are taken in the framework of the precautionary principle. The Committee supported the suggestion of the Commission (SANCO E.1) to prepare a draft text for discussion and possible opinion at one of the forthcoming meetings of the SCPH.

6. Pinewood nematode
- situation in the Community
- discussion on draft survey protocol.

The Committee noted the updated information supplied by P on the results of the delimiting surveys carried out to establish the boundaries of the infected areas and the buffer zone around the outer limit of the infected areas.

The Commission (SANCO E.1) presented a draft survey protocol which aims to help MS in the preparations and carrying out of their pinewood nematode surveys in accordance with the provisions of Commission Decision 2000/58/EC authorising Member States temporarily to take additional measures against the dissemination of Bursaphelenchus xylophilus (Steiner et Bührer) Nickle et al. as regards areas in P, other than those in which Bursaphelenchus xylophilus (Steiner et Bührer) Nickle et al. is known not to occur. The Committee supported the suggestion of the Commission (SANCO E.1) to use this protocol for this year and to evaluate the experiences gained during the surveys with this protocol in an ad hoc working group to be established later in the year.

7. Miscellaneous

The Committee was informed of the interception of Bursaphelenchus xylophilus on packing wood from third countries.

The Committee was informed of the interception of Tilletia walkeri on rye grain from third countries.
