Regulation (EC) No 1069/2009 of the European Parliament and of the Council of 21 October 2009 laying down health rules as regards animal by-products and derived products not intended for human consumption and repealing Regulation (EC) No 1774/2002 (Animal by-products Regulation) is applicable as of 4 March 2011.
In accordance with Regulation (EC) No 1069/2009 establishment and plants handling animal by-products and derived products must be approved or registered by the competent authority of each Member State. According to Article 47 of Animal by-products Regulation, Member States must make up-to-date lists of such establishments and plants available to other Member States and to the public.
In order to assist Member States in making up-to-date lists available to other Member States and to the public, the Commission has created a single, central and easy access to the different lists of approved ABP establishments published by each Member State.

Non-EU countries can send their lists of approved or registered establishments in the format shown in the Technical specification for the listing of establishments (Chapter II, Annex II) to: Sanco-Traces@ec.europa.eu and Matjaz.KLEMENCIC@ec.europa.eu
Every national website is to contain a first page regrouping ABP activities for which approval is compulsory. For ease of reference the master list has been developed in the order to respect the provisions of Articles 23, 24 and 47 of the Animal by-products Regulation.
Technical specifications have been agreed to ensure wide availability of the information concerning these establishments or plants and to improve the readability of the lists. Annex I include layouts, together with relevant information and codes used to describe ABP activities for activities in Member States.
Article 30 of Commission Regulation (EU) No 142/2011 of 25 February 2011 implementing Regulation (EC) No 1069/2009 of the European Parliament and of the Council laying down health rules as regards animal by-products and derived products not intended for human consumption and implementing Council Directive 97/78/EC as regards certain samples and items exempt from veterinary checks at the border under that Directive lays down new requirements for the listing of establishments and plants in third countries from which imports into the EU are authorised.
These establishments and plants shall be entered into TRACES in accordance with Annex II to the Technical specifications .
Member States and Third Countries shall comply with the Technical specifications as from 4 March 2011.
