Le test de titration des anticorps antirabiques préalable à l'entrée des animaux de compagnie en provenance de pays tiers ne figurant pas à l'Annexe II du règlement (CE) No 998/2003 doit être execute dans un laboratories de sérologie agréé conformément à la décision du Conseil 2000/258/CE qui a désigné le laboratoire de l'ANSES-Nancy (France) pour évaluer, par le biais de tests d'aptitude inter-laboratoires, les laboratoires dans les Etats membres et dans les pays tiers en vue de leur autorisation à effectuer les tests sérologiques contrôlant l'efficacité de la vaccination antirabique.

Procédure d'autorisation: un résultat de l'évaluation du laboratoire candidat, favorable et documenté par le laboratoire de l'ANSES-Nancy, est un prérequis.

(a) dans les Etats membres: sur cette base, l'autorité compétente de l'Etat membre peut autoriser le laboratoire candidat à effectuer les tests sérologiques contrôlant l'efficacité de la vaccination antirabique.

(b) dans les pays tiers: sur cette base et avec à l'appui, la demande de l'autorité compétente du pays tiers d'origine du laboratoire candidat, le laboratoire est autorisé à effectuer les tests sérologiques contrôlant l'efficacité de la vaccination antirabique conformément à la procédure de la Comitologie.

Procédure pour conserver l'autorisation:

(a) chaque laboratoire autorisé dans les Etats membres et dans les pays tiers doit participer chaque année à un test d'aptitude inter-laboratoires organisé par le laboratoire de l'ANSES-Nancy;

(b) l'autorisation accordée à un laboratoire est maintenue si le rapport d'évaluation établi par le laboratoire de l'ANSES-Nancy dans le cadre du test d'aptitude inter-laboratoires est favorable;

(c) le test d'aptitude inter-laboratoires est aux frais du laboratoire autorisé.
