Aim of the group
- Advise the Commission on issues relating to animal welfare legislation, its implementation and policy development;
- Exchange information, experience and good practice on animal welfare covered by EU legislation.
Tasks
- Assist the Commission in defining policy and preparing legislation or delegated acts;
- Give expertise on implementing EU legislation, programmes and policies, on coordination with EU countries and stakeholders.

Activities
Main points discussed:
- 1. Presentation by the Commission of the main elements of the future report on the implementation of the Regulation banning cat and dog fur.
- 2. Presentations by stakeholders, Member States and DG TAXUD and DG ENTR on: 1) Regulation (EC) No 1007/2011 on labelling of textiles, 2) Methods of analysis for identifying the species of origin of fur, 3) Taxation and customs system to control illegal imports of dog and cat fur, 4) Impact of the ban on cat and dog fur on the fur industry, 5) Implementation of the ban on cat and dog fur in Austria.
- 3. Questions and discussion on the state of implementation with MS and stakeholders.
Main conclusions:
- 1. Most Member States have a system of controls in place to enforce the ban on cat and dog fur.
- 2. SANCO will take into account the discussions of the meeting to finalize the report to the EP and Council on the implementation of the ban on cat and dog fur. Detailed information (methods of analysis, answers from MS) will be presented in the annexes. The report will be made publicly available.

Main points discussed:
The meeting is a follow up action in relation to the Report from the Commission to the European Parliament and the Council on the impact of Council Regulation (EC) No 1/2005 on the protection of animals during transport.
The Commission presented its initiatives aiming at improving enforcement of animal welfare during transport including a harmonisation of Member States' annual reporting to the Commission on their checks carried out in relation to animal transport and harmonisation of the use of the navigation systems.
Next meeting will be held in March 2012, where draft documents on these topics will be presented and discussed.
