Task Force for monitoring disease eradication in the member states
The Task Force was created in a meeting held on 15 March 2000 in Brussels in accordance with action 29 of the White Paper on Food Safety.

The Task Force

The objectives of the Task Force are:
- to improve animal disease eradication and
- to improve the cost-benefit-ratio of animal disease eradication programmes co-financed by the Community.

The structure of the Task Force is comprised of all Member States and the Commission. Meetings are chaired by the Commission and take place in Brussels.

For some diseases (sheep and goat brucellosis, bovine brucellosis, bovine tuberculosis, rabies, salmonellosis) subgroups of the Task Force have been established.

The mode of operation is based in meetings held in Brussels organised and chaired by the Commission each three to six months. Points on the agenda of the meetings were aspects relating to the programmes.

The Subgroups

The structure of the Subgroups comprises representatives of those Member States having a co-financed programme approved for the respective disease, representatives from other Member States, experts and the Commission. The objectives of these subgroups are to support the Task Force and to support the Member States in their attempts to develop and to implement optimal disease eradication measures. The members of the subgroups are nominated personally.

The operation of the Subgroups is based on meetings on-the-spot that take place in Member States having a programme in force in order to involve local veterinary authorities. The hosting Member State and the Commission propose the agenda and the meeting that is chaired by a chairman appointed by the Commission. For each meeting of the Subgroups a final report is produced. Draft reports are prepared by the chairman and agreed by the concerned Member State and the Commission. In those reports, a number of conclusions and recommendations are provided.

In 2007 a new subgroup on "Foodborne zoonoses-Salmonellosis" has been created.

In 2009 a new subgroup on "Classical Swine Fever" has been created.

Two technical meetings of the "Bovine and Sheep and Goats Brucellosis sub-groups of the Task Force on monitoring animal disease eradication were held in Brussels on 21 January 2009 and on 12-13 March 2009 between the Commission and the experts of the two Brucellosis sub-groups in order to prepare a document on "Eradication of Bovine and Sheep and Goats Brucellosis".

List of participants

The aim was to create an additional tool mainly to assist with management of eradication programmes co-financed by the Community.

The purpose of the document is:

• to review the general principles that constitute the basis for strategic planning for surveillance, control and eradication of brucellosis
• to propose short/medium/long term measures based on specific epidemiological situation in order to accelerate the progress of eradication programmes
• to draw conclusions on perspectives on eradication/control
• to stimulate discussion on future strategy
• to assist in the design and improvement of eradication programmes.

The document is primarily based on conclusions and recommendations presented in various Task Force meetings and on the experience of the Member States (MSs).

The objective is to improve both the effectiveness and the cost-benefit of co-financed eradication programmes as well as provide technical support to those MSs that still not have co-financed programmes.
