Following the restoration of constitutional order in Guinea-Bissau, the EU and Guinea-Bissau have signed a new three-year fisheries Protocol under the Sustainable Fisheries Partnership Agreement between the two parties. EU boats, mostly from Spain, Portugal, France, Greece and Italy, will now be able to resume fishing in local waters following a two year interruption.
The Commission welcomes that the EU, the Faroe Islands and Norway reached agreement on 21 November on an arrangement on mackerel fisheries for 2015.

In order to increase predictability for fishermen and to ensure high, stable and sustainable catches, the European Commission has today, for the first time under the new Common Fisheries Policy, proposed a multiannual fisheries management plan for the Baltic Sea that applies to cod, herring and sprat stocks. Fight against overfishing: European Commission announces deductions from 2014 fishing quotas
The ten Member States that declared having exceeded their fishing quotas in 2013 will face reduced fishing quotas for those stocks in 2014. The European Commission announces these deductions on a yearly basis to immediately address the damage done to the stocks overfished in the previous year and ensure a sustainable use by Member States of common fishery resources. Compared to last year, the number of deductions made went down by 22%.

Compromise found: Part of EU fleet can continue fishing in Mauritanian waters until end of 2014
EU vessels fishing shrimps and small pelagics in Mauritanian waters in the framework of the EU-Mauritania Fisheries Protocol will be able to continue to do so until 15 December 2014. This is part of the compromise which EU negotiators found last night in Nouakchott after the Mauritanian authorities had upheld the position that all EU vessels would have to leave Mauritanian waters as of 1 August 2014.

With a budget of €6.5 billion for 2014-2020, the fund will finance projects to implement the new reformed Common Fisheries Policy (CFP) and provide financial support to fishermen, fish farmers and coastal communities to adapt to the changed rules. The Fund will also finance projects to boost 'blue' growth and jobs under the EU's Integrated Maritime Policy (IMP).

Following the conclusion of the new Coastal State mackerel agreement, which was signed in London on 12 March, agreement was reached on 13 March between the European Union and the Faroe Islands on reciprocal exchanges of fishing opportunities in each other’s waters for 2014. Following a formal warning one year ago (IP/12/1215), the European Commission today intensifies its fight against illegal fishing by identifying Belize, Cambodia and Guinea as non-cooperating third countries. Despite the Commission working closely with the countries' authorities to set up fisheries management and effective control measures, these three countries have still not addressed structural problems and have failed to show real commitment to tackling the problem of illegal fishing.

The bluefin tuna purse seine season lasting from 26 May to 24 June came to an early end this year for European purse-seiners. CFP Reform: progress in Council
The Fisheries Council met in Luxembourg on 22nd April, where an exchange of views took place on the Common Fisheries Policy's Basic Regulation. The Fisheries Committee of the European Parliament voted on 18 December 2012 to support the key elements of the Commission's proposal for a new Common Fisheries Policy. Amendments endorsing legal obligations to end discards and to manage fish stocks above sustainable levels, as well as amendments that call for more regionalised decision-making were adopted by comfortable majorities.

Fisheries Council reaches partial agreement on EMFF
The future Regulation on the European Maritime and Fisheries Fund (EMFF) was once again the focus of ministerial discussions at the Council on 22 and 23 October 2012. At the meeting in Luxembourg Member States’ fisheries ministers reached a partial agreement on how the fund should be used. There was lengthy debate on the Commission’s proposal to put an end to fleet subsidies. In the end, Member States agreed to phase out scrapping aid, with a transition period lasting until 2017. They also agreed to retain temporary cessation aid and engine replacement aid, albeit under strict, limited conditions.

Questions and Answers - Emergency measures to remove haddock from catch composition rules in West of Scotland

What did the catch composition rules intend to achieve?
The catch composition rules were put in place in 2009 to reduce fishing mortality by preventing a targeted fishery for cod, haddock, and whiting. The catches of all three stocks had substantially reduced, and they were considered to have collapsed. The rules were to allow for stocks to recover, but only the haddock stock has improved since.

Today, I sent a letter to all relevant EU Ministers, pointing out that the Libyan fishing and inspection plans have not been endorsed by the Compliance Committee of ICCAT, the International Commission for the Conservation of Atlantic Tunas, which is responsible for the conservation of tunas and tuna-like species in the Atlantic Ocean and its adjacent seas.

Fisheries: EU initials extension of the fisheries protocol with Morocco

The European Commission has initialled a 12-month extension of the protocol under the Fisheries Partnership Agreement (FPA) with Morocco. The level of fishing opportunities for EU vessels and the corresponding financial contribution to Morocco will remain the same as in the 2007 protocol, which expired on February 27, 2011.  This one year period will be used to asses the data and information obtained from the Moroccan authorities about the regional impacts of the protocol and to define next steps.

EU initials new fisheries protocol with Cape Verde

On 22 December, the European Commission on behalf of the European Union initialled a new three-year protocol under the Fisheries Partnership Agreement (FPA) with Cape Verde setting fishing possibilities for EU vessels in Cape Verde's Exclusive Economic Zone (EEZ), along with other conditions. 2011 guide prices for fisheries products: decrease for most products

The European Commission has tabled its annual proposal on next year’s guide prices for fresh and frozen fisheries products as well as the EU producer price for tuna for processing. ICCAT: EU tables ambitious proposals to protect sharks

At the annual meeting of International Commission for the Conservation of Atlantic Tunas (ICCAT) being held this week in Paris, the EU has tabled proposals for two new recommendations prohibiting fishing for porbeagle and thresher and hammerhead sharks. The EU is also working with the USA and other members of ICCAT on a third proposal which would set precautionary catch limits for shortfin mako sharks. Together, these proposals provide an opportunity to make substantial progress in bringing the management of shark fisheries in the ICCAT convention area into line with scientific advice.

Commission to stop shark finning

What are TACs and quotas?
A TAC – which stands for total allowable catch – is a legal limit on the overall amount of fish of a particular species that can be taken from the sea in a given area and brought ashore over a specified period (usually one year). A quota is a share of the TAC that can be fished by one Member State.

Commission expresses concern on unilateral mackerel quota declared by Faeroe Islands

The European Commission today expressed its grave concern at the unilateral mackerel quota of 85,000 t set by Faeroe Islands for 2010. It pointed out that this level amounted to three times the level of Faeroese traditional quota entitlement under multilateral management arrangements between the EU, Norway and Faeroe Islands in force from 1999 to 2009.

The EC pays € 64 million as part of the annual contribution of the Fisheries Partnership Agreement with Mauritania

On 4 August 2010, the European Commission paid € 64 million as part of the annual financial contribution of the Fisheries Partnership Agreement (FPA) with Mauritania. This contribution includes a first component to pay for the cost of access of EU vessels to Mauritanian waters (€ 55 million) and a second component to support the partner country's fisheries sector (€ 9 million).

Current initiatives and future prospects on the agenda as Commissioner Damanaki visits Spain

Maria Damanaki, European Commissioner for Maritime Affairs and Fisheries, arrives in Spain this evening for a three-day visit to Madrid and Vigo. During her visit, the Commissioner will meet with political leaders, industry representatives, shipowners and other stakeholders to gauge their views on a range of issues. She will also meet staff at the Community Fisheries Control Agency, based in Vigo, and see a number of local projects at work.

Fisheries: Unprecedented progress in protection of Indian Ocean fish stocks thanks to EU leadership

Strides forward were made last week by the Indian Ocean Tuna Commission for the protection of the fish stocks in the Indian Ocean, such as tropical tunas and shark stocks. The parties agreed among others on an enhanced system for control and compliance, on introducing a time/area closure and on forbidding sharks from the thresher family from being taken or kept on board.

European Commission proposes that EU support ban on international trade in Atlantic bluefin tuna
The European Commission today proposed that the European Union should press for a ban on international trade in Atlantic bluefin tuna to enter into force within the next year. The Commission is deeply concerned that overfishing of Atlantic bluefin tuna driven largely by international trade is seriously depleting stocks of the species.

After lengthy consultations over recent months, the European Union and Norway have struck a crucial long-term agreement on mackerel management in the North-East Atlantic, which provides both for stable quota shares and for agreed access arrangements for their respective fleets over a ten-year period.

The European Commission, negotiating on behalf of the European Union, and the Faeroe Islands have agreed on the levels of fishing possibilities in each other's waters, as well as access provisions for blue whiting for 2010.

Fisheries: Entry into force of new system to better control fisheries and fight against illegal fishing
On 1 January 2010, a set of new, strong rules will enter into force to bolster the control system of the European Union's Common Fisheries Policy. These rules will give the EU and its Member States new and powerful tools not only to protect the resources of our seas and oceans from unscrupulous operators, but also to protect the livelihoods of honest fishermen who would otherwise be exposed to unfair competition.

Fisheries: Commission proposes that the Council denounce the EU-Guinea Fisheries Partnership Agreement

The political situation in the Republic of Guinea prompted the European Commission to withdraw its proposal on the signing of a fisheries partnership agreement between the European Union and Guinea (see MEX/09/1021 ). Commissioner Joe Borg, responsible for maritime affairs and fisheries, informed the EU Presidency and the European Parliament of this intention and received their backing.
