Today the Fisheries Committee of the European Parliament has voted on the multiannual Baltic Plan, a management plan adopted by the European Commission in 2014 which establishes targets and conservation reference points for stocks and promotes regionalised decision making for fisheries in the Baltic.
The Council has adopted measures to help sea bass recover. For recreational fishing, which accounts for 25% of sea bass mortality, the decision will mean the introduction of a limit of three fish per day per angler. Upravljanje staležev rib

Pri celotnem dovoljenem ulovu gre za omejitve ulova (v tonah ali številkah), ki se določijo za večino komercialnih staležev rib. Evropska komisija oblikuje predloge na podlagi znanstvenih nasvetov o stanju staležev, ki jih pripravijo posvetovalni organi, denimo Mednarodni svet za raziskovanje morja in Znanstveni, tehnični in gospodarski odbor za ribištvo. Nekateri večletni načrti vsebujejo pravila za določanje celotnega dovoljenega ulova. Svet ministrov za ribištvo določi letni celotni dovoljeni ulov za večino staležev in vsaki dve leti za globokomorske staleže. Celotni dovoljeni ulov staležev, ki si jih države delijo in jih upravljajo skupaj z državami zunaj EU, se določi skupaj s temi državami oziroma skupinami držav.

Skupni dovoljeni ulov se med države EU porazdeli v obliki nacionalnih kvot.  Pri porazdelitvi kvot državam EU se za vsak stalež uporablja drugačen odstotek dodelitve.  To porazdelitev poznamo kot načelo relativne stabilnosti. Države EU lahko svoje kvote zamenjajo s kvotami drugih držav EU.

Države EU morajo pri porazdelitvi kvot ribičem uporabiti pregledna in objektivna merila.   Zagotoviti morajo, da kvote niso prelovljene.  Kadar je dosežen ulov celotne kvote vrste rib, mora država EU prenehati z ribolovom te vrste.

V Sredozemlju se ribolov večine staležev upravlja samo z nadzorovanjem vnosa.
