The Southern Sofielund Initiative is a network of public, private and voluntary organisations acting in a district of Malmo where problems of racism are common.

The network, also called “the linkworkers network”,  initiates and facilitates dialogue and communication between local communities, citizens and the local council.

Compared with other districts of Malmö, Southern Sofielund faces particular problems of social exclusion and racism The Southern Sofielund Initiative was launched to fight ethnic and social segregation in the area by providing jobs and dialogue opportunities for the local population and public and private organisations. Through combining forces and improving local networks, the project seeks to achieve that living conditions in Seved /Southern Sofielund become equal to those in other areas in the city.

Comment ça fonctionne ?

The network is called the “Linkworkers’ network” because its members act as mediators between local communities (religious or ethnical), citizens and local authorities by: -organising meetings between the different target groups -organising meetings between the members of the network (who are the members) to encourage good practices’ exchange Meetings are organised in a centre (The Seved community centre) equipped with computers and connection to the Job Centre. The centre is open 4 days per week. The main topics discussed are employment, childcare and housing. Each meeting is concluded by an action plan. For each action plan, a small team within the network is specifically created to follow up its implementation.

Résultats

The most obvious result of the project is the presence of link workers in the public spaces in the area. Due to their work, the interaction between various local actors and the responsiveness to the residents' wishes and needs from the side of the municipality have increased. In general, dialogue between citizens on the one hand and municipal officials / politicians on the other hand has intensified. With small funds it has been possible to achieve great improvements.
In a second step, it will now be necessary to widen the circle of citizens, officials and politicians involved in the dialogue.
Results were less impressive in removing the barriers for local politicians, higher level administration and civil society organisations to better work together across sectors to remove structural barriers and make investments to contribute to a positive development of the neighbourhood.
Conclusions drawn from the evaluation suggest to clearly state the necessity for cross-sectoral cooperation in the mission descriptions of the various bodies and actors.

Evaluation

An evaluation was conducted by the University of Lund in 2006 that led to the project’s extension beyond the pilot-phase (see results).
