Informations relatives aux financements et aux subventions
Le Ministère de l’Intérieur, via le Secrétaire Général à l’Immigration et à l’Intégration, et plus particulièrement la Direction de l’Accueil, de l’Intégration et de la Citoyenneté (DAIC), présente comme suit les enjeux de la politique d’intégration en France dans l’appel à projets annuel 2013.
« 5,5 millions de personnes immigrées environ vivent en France (soit 8,6 % de la population totale) dont 3,4 millions sont des étrangers de pays hors union européenne (chiffres 2009). Chaque année 100 000 étrangers environ, issus des pays tiers à l’Union européenne, souhaitant s'installer durablement en France, sont bénéficiaires du contrat d’accueil et d’intégration (CAI), fondé sur le principe d’une relation contractuelle entre la personne immigrée et l’Etat français. La politique d’accueil et d’intégration a pour objet de faciliter l’intégration sociale et professionnelle des personnes immigrées au sein de la société française et de prévenir les discriminations dont elles pourraient faire l’objet. Elle s’organise dans le cadre d’un parcours d’intégration qui implique à la fois les personnes immigrées et la société d’accueil. Si la connaissance de la langue française en est une condition indispensable, l’intégration professionnelle, tant pour les hommes que pour les femmes, en est également un élément important. Les publics concernés sont :
les personnes étrangères primo-arrivantes issues de pays tiers à l’Union européenne, en situation régulière, pendant les premières années suivant leur arrivée en France ;
les personnes immigrées confrontées à des difficultés spécifiques qui peuvent avoir besoin d’être accompagnées vers les dispositifs de droit commun. »
Les priorités retenues par l’Etat français en termes de politique d’intégration peuvent être déduites de ce même appel à projets. Elles consistent dans les axes suivants :
Soutien et accompagnement des parcours d’apprentissage de la langue française à visée généraliste et professionnelle
Connaissance et promotion des valeurs de la société d’accueil
Intégration professionnelle, et promotion de la diversité
Intégration des femmes immigrées et lutte contre les violences spécifiques à leur encontre

Valorisation de la mémoire et de l’histoire de l’immigration
