Guide d'appui à l'élaboration des Programmes régionaux et départementaux d'intégration des populations immigréees

Par la circulaire du 28 janvier 2010, M. Eric Besson, ministre en charge de l'intégration, a relancé les programmes régionaux d'intégration des populations immigrées (PRIPI). Les préfets de région ont été invités à élaborer et à mettre en oeuvre un PRIPI pour la période 2010-2012. Il était nécessaire de compléter cette circulaire d'orientation par un guide méthodologique destiné à accompagner les services dans l'élaboration de ce document. Ce guide a été réalisé par la direction de l'accueil, de l'intégration et de la citoyenneté (DAIC) avec le concours d'un groupe de travail comprenant des responsables locaux (préfets délégués à l'égalité des chances, DRJSCS et DDCS), l'OFII et des centres ressources pour l'intégration. Vous y trouverez, dans une première partie, des données générales relatives à la politique d'intégration, aux cadres institutionnel et juridique dans lesquels s'inscrivent les PRIPI ainsi qu'à l'évaluation des PRIPI 2004-2007 réalisée par le Centre de Recherche pour l'Etude et l'Observation des Conditions de Vie (CREDOC). La seconde partie du guide comprend un vade-mecum pour l'élaboration du PRIPI, et fournit des informations sur les financements et le programme budgétaire 104 « intégration et accès à la nationalité » du ministère. La troisième partie regroupe un ensemble de fiches thématiques, qui tient compte des priorités et des publics visés par la politique d'intégration
