In order to create the legal framework necessary for the direct application of REGULATION (EC) No 810/2009 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 13 July 2009  establishing a Community Code on Visas (Visa Code), published in the Official Journal of the European Union series L no. 243 of 15 September 2009, and to create the legal framework necessary for the application of Decision No 896/2006/EC establishing a simplified regime for the control of persons at the external borders based on the unilateral recognition by the Member States of certain residence permits issued by Switzerland and Liechtenstein for the purpose of transit through their territory, published in the Official Journal of the European Union series L no. 161 of 20 June 2008, and Decision No 586/2008/EC of the European Parliament and of the Council of 17 June 2008 , amending Decision No 896/2006/EC establishing a simplified regime for the control of persons at the external borders based on the unilateral recognition by the Member States of certain residence permits issued by Switzerland and Liechtenstein for the purpose of transit through their territory, published in the Official Journal of the European Union series L no. 162 of 21 June 2008,
The Parliament of Romania adopts the present law.

Pentru crearea cadrului juridic necesar aplicarii directe a Regulamentului (CE) nr. 810/2009 al Parlamentului European şi al Consiliului din 13 iulie 2009 privind instituirea unui Cod comunitar de vize (Codul de vize), publicat in Jurnalul Oficial al Uniunii Europene seria L nr. 243 din 15 septembrie 2009, şi pentru crearea cadrului juridic necesar aplicarii Deciziei 582/2008/CE a Parlamentului European şi a Consiliului din 17 iunie 2008 de introducere a unui regim simplificat de control al persoanelor la frontierele externe, bazat pe recunoaşterea unilaterala de catre Bulgaria, Cipru şi Romania a anumitor documente ca fiind echivalente cu vizele naţionale ale acestora in scopul tranzitului pe teritoriile lor, publicat a in Jurnalul Oficial al Uniunii Europene seria L nr. 161 din 20 iunie 2008, şi a Deciziei 586/2008/CE a Parlamentului European şi a Consiliului din 17 iunie 2008 de modificare a Deciziei nr. 896/2006/CE de stabilire a unui regim simplificat de control al persoanelor la frontierele externe, bazat pe recunoaşterea unilaterala de catre statele membre a anumitor permise de şedere eliberate de Elveţia şi de Liechtenstein in scopul tranzitului pe teritoriul lor, publicata in Jurnalul Oficial al Uniunii Europene seria L nr. 162 din 21 iunie 2008, 
Parlamentul Romaniei adopta prezenta lege.
